A Study On The Implementation Of Volume-based Procurement Of Medical Insurance Drug In A Province In Southwest China

At present,the functions of Chinese government are gradually changing to service-oriented government.In this context,based on the people-oriented thought,it has become the main policy and goal of government work to provide effective services for the people.The medical and health industry is closely related to people’s daily life.On the premise of ensuring quality and supply,the government encourages drug enterprises to compete fully by using procurement policy with quantity,so as to strive for greater bidding space and make drug prices tend to be reasonable,and then takes centralized procurement and implementation of drugs as the entry point and starting point to promote the in-depth implementation of the reform of medical and health system.At present,from the perspective of actual development,the policy of purchasing medical insurance drugs with quantity has been transformed from pilot implementation to nationwide promotion.In the actual development process,various regions also actively explore the implementation path of this policy,which promotes the effective implementation of the relevant provisions of medical insurance drug purchase with quantity.Based on the existing academic research results and local policy practices,this paper tries to sort out the development process and change causes of the purchase policy of medical insurance drugs with quantity in a province in southwest China.On this basis,the case analysis method and interview method are adopted to analyze the achievements and practical problems of the implementation of the current medical insurance drug purchase policy in this province as a case.Subsequently,this paper compares the practical experience of other procurement forms to provide reference for decision-making and implementation of high-quality implementation of the next round of medical insurance drug procurement policy and puts forward countermeasures and suggestions with reference value.The main suggestions in this paper are to optimize the execution mechanism and improve the execution quality;perfect the implementation system,improve the implementation;refine the promotion measures,reduce the implementation resistance;Improve the performance of the implementation carrier,improve the implementation efficiency.
