In 2022,the State Council issued the "14th Five-Year Plan for Promoting Agricultural and Rural Modernization",which pointed out that to promote the modernization of agriculture and rural areas with Chinese characteristics,we must adhere to ten strategic directions,which include strengthening agricultural science and technology and equipment support,orderly promoting rural construction,strengthening innovative rural governance,and promoting sustainable development of agriculture and rural areas.It can be clearly seen that the 14 th Five-Year Plan puts forward higher requirements for the management and protection of farmland water conservancy infrastructure.The degree of management and protection of small farmland water conservancy infrastructure can have the most direct impact on local agricultural production,and play a very huge role in increasing agricultural crop yield,increasing production efficiency and ensuring food security,which is an indispensable part of today’s national water conservancy construction.In the process of developing contemporary agriculture,improving the management and protection mechanism of small farmland water conservancy infrastructure,which is one of the important public goods in rural areas today,enhancing the enthusiasm of farmers to participate in management and protection,and improving the efficiency of management and protection are important links in enhancing the effectiveness of management and protection.At present,the management and protection of small farmland water conservancy infrastructure in China is relatively backward,it is difficult to keep up with the efficiency of farmers in today’s modern agricultural production,and during the current 14 th Five-Year Plan,it is necessary to meet the actual needs of rural revitalization and improve the management and protection of small farmland water conservancy infrastructure.In this paper,we systematically analyze the research status of the management and protection effect of small farmland water conservancy infrastructure at home and abroad,deeply study the influencing factors affecting the management and protection effect of small farmland water conservancy infrastructure,and construct a path to improve the effect of small farmers’ water conservancy protection from the perspective of government policy intervention.In the process of research,the classical rooting theory was applied,and the in-depth visit and investigation was taken to the rural areas of Qianlianghu Town,Junshan District,Yueyang City,Hunan Province,collected data,conceptualized and categorized the original sentences,and used step-by-step coding to find 7 main categories that affected the management and protection effect of small farmland water conservancy infrastructure,namely,institutional design factors,characteristic factors of small-scale farmers’ water development,farmers’ cognitive factors,economic factors,administrative organization factors,administrative supervision factors,expectations and motivational factors,and determined a core category,namely " Factors influencing the management and protection effect of small farmland water conservancy infrastructure".According to the logical relationship between the core categories and the main categories,the "Model of Influencing Factors of The Management and Protection Effect of Small Farmland Water Conservancy Infrastructure" is constructed.Based on the intervention perspective of policies,enhance the vitality of management and protection,improve the effect of management and protection,gradually improve the differential needs in "expectation-difference",and build a model for improving the management and protection effect of small farmland water conservancy infrastructure.Through the analysis of this main category,the main problems existing in the management and protection process are found,and practical countermeasures are put forward from the aspects of institutional planning,farmers’ cognition,capital investment,administrative organization,supervision level,and development goal level.
