| "Food is the most important thing for the people",so food is the most important issue in any country.And farmland is the fundamental element that guarantees national food security.Farmland is one of the most precious resources in China,which requires us to implement the strictest farmland protection system.With the constant change of domestic and international situation,our country’s farmland protection work also comes into more and more pressure and challenge.On the one hand,with the rapid development of economic construction and the deepening of urbanization process,project construction is bound to occupy a large amount of farmland;On the other hand,the pace of ecological construction is gradually accelerating,and some ecological projects are implemented at the expense of farmland.According to the "Main Data Bulletin" of the third national land survey,China’s total farmland has decreased by 113 million mu in the 10 years from2009 to 2019.However,the proportion of cultivated food crops is getting lower and lower,and the degree of farmland "non-grain" is becoming more and more serious,which has a negative impact on China’s farmland protection.In this paper,X City is selected as the object of empirical analysis.Based on the data of the third national land survey,we analyze the status and scale of non-grain production of farmland and basic farmland in X City.We found that the non-grain production of farmland in X City is mainly reflected in the abandonment of farmland;planting green flowers,seedlings and other green crops;planting fruit trees,Chinese herbs,tea and other cash crops;planting vegetables,feed and other crops;and so on.Combined with the characteristics of non-grain production of farmland and basic farmland in X City,this paper analyzes the impact and harm of non-grain production of farmland from the three aspects of food security,social stability and ecological environment,analyzes the causes of non-grain production of farmland from the three perspectives of farmers,industrial and commercial capital and government,and puts forward solutions based on the practical work,providing a theoretical basis for the implementation of the farmland protection system. |
