A Research On Government Management Countermeasures Of Agricultural Big Data

As China’s policy in the development of agricultural big data is more and more clear,the development of big data technology is more and more mature and cost is lower,people gradually realize that the data contains a great value as an asset in the information age.How to make good use of big data technology,optimize and manage these data assets,empower the whole industrial chain of agriculture,and improve the regulatory efficiency of the government is an important issue facing the development of agricultural modernization under the development opportunities in the new era.On the basis of the existing agricultural big data research,combined with the relevant theories of modern agriculture and big data,this paper studies the development of agricultural big data in Jincheng.The main research content consists of six parts.The first part collects and collates relevant literature in the field of agricultural big data research,including the technological development status,application frontier and policy management of agricultural big data at home and abroad,defines the research content and ideas,and puts forward the innovation points of the research.The second part introduces the related concepts and theories.The third part analyzes the application status of agricultural big data in Jincheng City and analyzes the problems facing the development.The fourth part is the optimization of the practice model.After analyzing the existing agricultural SaaS model in the market,the paper puts forward the agricultural big data optimization model of Jincheng City based on "government data sharing + enterprise SaaS",and designs the construction ideas and methods of the model in detail.The fifth part puts forward some countermeasures and suggestions for the development of Jincheng agricultural big data.The sixth part is the research summary and prospect.It is found that the development of agricultural big data in Jincheng City has problems such as high cost of terminal acquisition equipment,poor data quality and inadequate application,among which high cost of terminal equipment is the main reason that hinders the development of marketization.This paper combines theories related to big data and government management,absorbs excellent business models in the market,and puts forward a multi-party win-win cooperation model of "government data sharing + enterprise SaaS",which can effectively solve the above problems.According to the study: The development of agricultural big data in Jincheng should follow the model of "government data sharing + enterprise SaaS",base on the three elements of user,data and service,adhere to the demand-oriented,scientific and standardized data principle,establish a coordinated and unified agricultural big data sharing system,accurately serve and enable SaaS enterprise users according to levels,and reduce the data acquisition cost of SaaS enterprises.And then lower the entry threshold of agricultural SaaS products,enabling more agricultural subjects.In order to ensure the implementation of the system under this mode,the supporting countermeasures of strengthening the municipal government’s self-construction,strengthening the municipal agricultural association construction,training and promotion of the system are put forward,and from the perspective of top-level design,the establishment of agricultural big data standards and exploration of better enabling mode using system data are put forward.
