| High standard farmland construction in our country has entered the second stage of construction in the present stage,that is,in the first stage,a large number of concentrated contiguity of high-quality farmland has been built into high standard farmland with good basic conditions.The rest areas are mostly poor areas of natural conditions or areas in the first stage where the construction standard is not high and the quality transformation needs to be further improved because of too little funds investment.According to the General Principles for the Construction of High-standard Farmland(GBT 30600-2022),the content and key points of the construction area should be determined according to the conditions of natural resources,agricultural production conditions and major obstacles,and corresponding engineering measures should be taken.In line with the principle of "building what is urgently needed and making up for what is lacking",The construction content should be selected according to local conditions and formulated scientific,reasonable and effective high standard farmland construction planning.Based on this,the main research content of this paper is as follows:(1)Index construction of high-standard farmland evaluation system: Based on the latest "General Principles for the Construction of High-standard Farmland" issued by the Ministry of Agriculture and Rural Affairs,this study constructed a high-standard farmland evaluation system in combination with the construction planning of high-standard farmland in Henan Province and the construction contents of high-standard farmland in the three cities of Eastern Henan Plain.Taking 7 projects such as field renovation project,irrigation and drainage project required by the general rules as the criterion layer index of the evaluation index system,and combining with the farmland construction situation of the study area and the standard layer index of 21 index factors such as field shape index,field size and field slope,a comprehensive index evaluation system is constructed to show the construction level of high-standard farmland in the study area.(2)Construction of high-standard farmland comprehensive evaluation model: High-standard farmland construction projects have strong applicability.Therefore,this study adopts the combination of analytic hierarchy process(AHP)and expert scoring method to obtain the weight value of each index in the high-standard farmland rating system.This method can effectively show the degree of influence of various projects in high-standard farmland construction projects on local farmland fertility.Then calculate each index through the obstacle degree model,diagnose the main obstacle factors restricting farmland production in the study area,prioritize the importance and urgency of the construction content in the study area,and break the obstacle factors restricting farmland production.(3)Verification of high-standard farmland comprehensive evaluation model: Taking Zhoutang Town of Suixian County as the research object,this study combined with the construction situation of local high-standard farmland construction projects to build a comprehensive evaluation model of high-standard farmland.Through statistical collection and quantization of data obtained from field research,the score of high-standard farmland construction situation in this study area was 0.7328,which was in general condition and in line with the requirements of high-standard farmland construction area.Through the calculation of obstacle degree model,it is concluded that the main limiting factors that hinder the farmland fertility level in the study area are irrigation and drainage engineering,farmland transmission and distribution engineering,etc.Finally,the project scheme of local high-standard farmland construction project was discussed,and the planning and design were carried out.According to the results of different obstacle degrees,the project deployment was selected first to break the local obstacle factors restricting the cultivated land,and the high-standard farmland construction project could truly achieve "grain storage in the land and grain storage in technology".After the implementation of the planning scheme,the expected construction of high standard farmland in the study area is evaluated again,and it is concluded that the study area meets the requirements of high standard farmland construction standards after the implementation of high standard farmland construction projects.This study explores new ideas for the construction of high-standard farmland at the current stage,and tries to provide a supplement for the construction of high-standard farmland on the basis of the development mode suitable for the construction of high-standard farmland at the current stage. |
