Food is a necessary condition for human survival and development,and food security is the foundation of national security.In order to ensure national food security,the Chinese government has put forward major measures for comprehensive agricultural development throughout the country,including vigorously building high-standard farmland projects.The Central "No.1Document" on the three rural issues formulated by the party and the state and the Central Rural Work Conference have repeatedly proposed to vigorously support comprehensive agricultural development,further promote the construction of high-standard farmland projects,steadily improve the quality of cultivated land,and ensure national food security.In 2023,the central "No.1 document" once again proposed to comprehensively promote the strategy of rural revitalization,"strengthen the construction of high-standard farmland,complete the annual tasks of new construction,transformation and upgrading of high-standard farmland...Formulate an implementation plan for gradually converting all permanent basic farmland into high-standard farmland".In recent years,Enshi Tujia and Miao Autonomous Prefecture has continuously increased the investment in the construction of high-standard farmland projects,implemented the strategy of storing grain in the land and storing grain in technology,built 322,200 mu of high-standard farmland,sank more than 1,200 agricultural technology experts,promoted the "potato jade X" high-efficiency planting mode of300,000 mu,issued 8.17 million yuan of agricultural machinery purchase subsidies,and drove an investment of 39.43 million yuan,significantly improving the development level of green agriculture in the whole state,and significantly improving the ecological environment of farmland.However,there are also some problems in the actual process,such as: the structure of the source of funds is single,and it is difficult to put local matching funds in place;There is redundancy in capital investment,and the output level is obviously insufficient,and the use of funds is inefficient;The project construction standards are low,the construction effect is not good,and there is a lack of post-management.Therefore,it is of great significance to investigate the current situation of the use of funds of high-standard farmland projects in Enshi Prefecture,scientifically measure the efficiency of fund use,analyze the reasons and put forward corresponding policy suggestions,so as to improve the efficiency of the use of funds of high-standard farmland projects in Enshi Prefecture.Based on the field survey data,this thesis analyzes the funding sources and use status of high-standard farmland projects in Enshi Prefecture from the aspects of basic situation,funding sources and availability of projects.Then,according to the grounding theory and entropy value method,a total of 48 indicators in 7 dimensions were constructed,and according to the selected indicators,the 20 high-standard farmland projects accepted in Enshi Prefecture from 2019 to 2021 were extracted and the efficiency of their capital use was measured by using the DEA model.The results show that the overall use of funds of high-standard farmland projects in Enshi Prefecture is effective,the average comprehensive efficiency of each project is 0.906,the average technical efficiency is 0.992,and the average scale efficiency is 0.931,Non-DEA active projects account for 50%,and the inefficient items are further measured,and the redundant capital input and output insufficient values are obtained,and the influencing factors are analyzed and countermeasures are proposed,which provides a basis and reference for Enshi Prefecture to improve the efficiency of financial fund use and promote the construction of high-standard farmland projects.
