Problems And Countermeasures Of Forest Fire Prevention Management In Sichuan Province

During the important period of time when ecological civilization is being promoted to be fully implemented,improving the level of forest fire prevention and control level,preventing and controlling forest fires to the maximum extent,and reducing fire losses are not only to protect the national forest resource security,but also an important guarantee for consolidating the achievements of ecological civilization construction,promoting harmony between man and nature,and green and low-carbon development.Taking forest fire prevention and control in Sichuan Province as the entry point,this paper collects and analyze the literature,data and practical experience of forest fire prevention and control through "literature research method","case analysis method" and "interview research method".This paper applies 4R crisis management and accident cause and effect chain theory to analyze the “2.14” Mianning,“3.30” Xichang,“3.30”Muli County,and “4.20” Mianning forest fires.By learning from forest fire prevention and control experience domestically and overseas,this paper also points out the existing problems and shortcomings of Sichuan province’s forest fire prevention.And it correspondingly gives countermeasures and suggestions after cause analysis.Using 4R(Reduction,Readiness,Response and Recovery)crisis management theory to analyze Sichuan province’s forest fire prevention activities,a lot of issues have been found.Firstly,combustion source control is not strict enough,and the fire risks are not checked and rectified.Secondly,the communication during the fire emergencies is not quite smooth,and the emergency plan system is not complete.Meanwhile,the emergency response process remains unclear,and the firefighting teams have quite limited capacities when dealing with severe forest fires.The roles and responsibilities of forest fire management are not clear.The punishments and warnings are not in place for most forest areas.The paper hereby provides corresponding suggestions for the 4 phases during forest fire prevention and control,including but not limited to promoting forest fire prevention publicities,strengthening forest fire investigation and rectification,completing forest fire emergency plan,increasing investment in forest fire prevention and control,and strengthening punishment of forest fires legally to better promote the sustainable development of public resources and execute the environmentally friendly development ideas in China.
