Research On Government Supervision Of Fishery Safety Production In Quanzhou City

China is a powerful fishery country,and the marine fishery economy plays an important role in the national economy.However,affected by various factors,marine fishery safety accidents occur frequently,and it has become a recognized high-risk industry.Quanzhou is one of the top economic cities in China,with superior port conditions and rich marine resources.Marine fishery economy occupies a large proportion in the city’s total economic volume.Compared with other fishery areas,Quanzhou has a high incidence of fishery production safety accidents.The study of fishery production safety supervision in Quanzhou can provide reference for other regious to do a good job in fishery production safety supervision,and thus help Fujian Province and even the national marine economy to develop healthily and orderly.This study uses the,safety production theory,fishery safety production theory,government supervision theory and other relevant theories,to study and analyze the actual situation of Quanzhou’s fishery safety production regulation,It finds that the problems in Quanzhou’s fishery safety production regulation include: weak fishery safety production supervision,lack of sustainability of administrative law enforcement,Inefficient training and education of fishery safety production,imperfect fishery facilities and inefficient fisheries safety regulation relatively.The main reasons for the problems are that the personnel team building mechanism is not perfect,the institutional reform is not comprehensive,the publicity,training and education system is imperfect,the capital investment is Insufficient,and the supervision mode is single,etc.Finally,in reference to the advanced practices of fishery safety production supervision in foreign Hokkaido,Jeju Island,Florida,and domestic developed areas such as Qingdao,Lianyungang,and Zhoushan City,and in combination with the actual situation of Quanzhou,the corresponding countermeasures and suggestions are put forward: to accelerate the reform of fishery safety supervision in Quanzhou,strengthen the construction of the supervision team,enhance the education and training of fishery safety,increase investment in ensuring fishery safety and create a new diversified regulatory model.Hope to further improve the work of Quanzhou fishery safety production supervision,and provide a more complete optimization scheme for fishery safety production in Quanzhou.
