Analysis On Public Policy Implementation Of Forestry Ecological Economic Development

With the development of the socialist market economy,forestry,as a new form of agricultural production,has become increasingly prominent in the market economy and has had a profound impact on social and economic development.At the same time,forestry,as a public utility,has also played a pivotal role in promoting social and economic development,and the economic,ecological and social benefits of forestry have gradually become the main way to achieve green,beneficial and wealthy people.The Party also pointed out the direction for future forestry work at the 18 th National Congress and put forward new requirements for future forestry work.The State Forestry Administration issued the Forestry Development Plan for the 13 th Five-Year Plan period in March 2017 to promote the healthy and rapid development of the forestry industry.At the same time,provinces,municipalities and autonomous regions have formulated corresponding forestry development plans,taking into account their respective developments,and have identified a large number of key forestry areas.county L is an important forestry area in the country,with very rich forest resources and a very high recyclable capacity.However,forestry in L County has very limited support for economic and social development,and the conservation of forest resources and economic development are contradictory.Therefore,how to formulate a scientific policy for the development of the forestry industry,so as to effectively solve various social problems,is the key to the future development of forestry relief and revitalisation in L County,and is also an important measure for the construction of modern ecological forestry.This paper focuses on the policy research of the ecological economic development of forestry in L County.On this basis,this paper presents a comprehensive analysis of China’s forestry ecological economy policy and its implementation and effect performance from three aspects: regional economy,policy incentives and sustainable development.Firstly,an overview of the current situation of forestry ecological economy in L County is given,and its policy-making functions and impacts are defined;secondly,a policy effect assessment index system for the development of forestry ecological economy in L County is established;again,in conjunction with the implementation of forestry-related policies in L County,it is pointed out that China’s current industrial policies are imperfect,financial and taxation policies are lacking in incentives,the financial regulatory system is not perfect,the strength of talent incentive policies and summarises the causes of the problems in four aspects: lack of government execution,few preferential tax policies,lack of initiative in the business of financial institutions,and imperfect policies on the introduction of talents;on the basis of the above,this article discusses the causes of the problems in several aspects: improving the policies on helping the forestry industry,giving full play to the incentive role of fiscal policies,improving the strength of preferential tax policies,strengthening the policies on financial support for forestry,and improving the policies on human resources in forestry.The sustainable and healthy development of forestry ecological economy in L County is discussed.
