| The report of the 19 th National Congress put forward the strategy of revitalising the countryside,making industrial development the first priority of rural revitalisation and constantly strengthening the foundation of agricultural and rural development.Straw is a very precious and renewable energy source,and the straw utilization industry is of great significance in stabilizing the agricultural ecological balance,promoting farmers’ productivity and income,and relieving energy and environmental pressure.In recent years the development of straw industry in County A has been relatively slow,and the traditional path of straw industry development is inevitably high energy consumption,which will undoubtedly put great pressure on the ecological environment.Therefore it is important to explore the new path of green development of the straw industry in County A.This paper takes County A of Henan Province as the research object,selects government yearbook statistics and questionnaire surveys as the research data,and uses sustainable development theory,recycling agriculture theory and low-carbon agriculture theory as the support,through data analysis and field research to understand the current development status of straw industry in County A.With the help of logistics regression model to analyse the driving factors of the development of straw industry in County A,we explore in depth the The new path of straw utilization industry development in County A is proposed,and SWOT analysis is applied to analyse the new path and make the expected effectiveness;finally,the new path is further optimised in order to achieve Pareto optimisation.The main conclusions are as follows.The factors influencing the development of the straw industry in County A,in descending order,are:whether there are financial subsidies > whether there is livestock farming in the vicinity > whether there are policy restrictions > the government’s supervision of the straw burning ban > the publicity of the comprehensive use of straw in the township > the people’s participation in straw recycling > whether the traffic around the enterprise is convenient > the capital investment of the enterprise > the culture of the person in charge.(2)It was found that there are problems in the development of the industry: the high cost of straw and the complicated treatment conditions;the low awareness of straw utilisation among the public and the low participation in straw recycling.(3)The green cycle development model of "crop straw-straw feed for livestock-organic fertiliser for livestock manure and urine-fertiliser for crops-crop straw" is the most suitable new path for the development of straw industry in County A at present.(4)In order to achieve the Pareto optimum of the new path,some suggestions for optimisation are put forward: the government should strengthen supervision and management;improve the assessment mechanism;increase publicity to the public;increase policy subsidies,etc.;enterprises should strengthen internal and external links and promote the application of new straw utilization technologies;develop towards high quality;and improve the crop straw recycling system,etc. |
