Study On Livelihood Risks Of Herdsmen In Hutubi County Of Xinjiang

Risk has become a prominent feature of the development of modern society.At present,herdsmen whose grassland is the main livelihood resource are affected by multiple factors such as nature,economy,and society,and their livelihood risks are becoming more and more prominent.Livelihood risk restricts herders‘production and life,reduces herdsmen’s well-being,and is not conducive to solving the livelihood problems of pastoral areas.Therefore,studying the livelihood risks of herdsmen and their coping strategies is of great significance for improving the livelihood of pastoral areas and improving the quality of life of herdsmen.Xinjiang,as the second largest pastoral area in our country,the livelihood of the pastoral herdsmen has always been in various risks.However,due to the lack of risk cognition and effective prevention and security strategy,there are many problems in the face of livelihood risk.Taking Hutubi County of Xinjiang as an example,this paper mainly discusses the main livelihood risks faced by herdsmen in this county and the strategies to prevent and deal with the risks.Based on the natural risks,health risks,economic risks,market risks and employment risks of pastoral herdsmen in production and life,the paper takes agricultural herdsmen,agricultural and non-agricultural herdsmen.Based on the theories of sustainable livelihood and agricultural risk,field research is carried out in Hutubi County based on literature research,questionnaire survey and the combination of qualitative and quantitative methods to obtain research data.Then,the research data are analysed,and the coping strategies for livelihood risks are formulated according to the analysis results.In this paper,a scientific risk prevention and control system is established by increasing preferential policies for pastoral areas,increasing investment in pastoral areas,constantly popularizing agricultural and animal husbandry expertise to pastoral Herders,actively guiding other forms of re-employment,and other aspects,such as establishing a response plan for livelihood risks of pastoral Herders,improving the response strategy for livelihood risks of pastoral areas,and reducing the degree of livelihood risks of pastoral Herders.We will further strengthen efforts to improve the ecological environment of grasslands,continue to promote the healthy and sustainable development of pastoral Herders’ livelihoods,and constantly improve the quality and level of production and living of pastoral Herders.
