Evaluating The Effectiveness For Conservation And Management Of Inner Mongolia Saihanwula National Nature Reserve

The purpose of evaluating nature reserves is to understand the status quo of conservation and management of nature reserves.It can not only conduct a relatively comprehensive inspection of the work of nature reserves,but also timely find the protection threats and management deficiencies of nature reserves,and provide the scientific basis for the management of nature reserves.The evaluation of conservation effectiveness and management effectiveness of nature reserves are inseparable,which can fully reflect the problems existing in all aspects of conservation and management of nature reserves and is an important process for the successful implementation of in situ conservation and improvement of the management capacity of nature reserves.Therefore,in this study,the analytic hierarchy process was used to construct the evaluation index system of forest ecosystem nature reserves from the aspects of conservation effectiveness evaluation and management effectiveness evaluation by referring to relevant evaluation standards,then using the index calculation method and expert scoring method,the conservation effect and management effect of Saihanwula national Nature Reserve were evaluated comprehensively.The results show that:1.After calculating the 20 indicators of four conservation effectiveness evaluation contents of Saihanwula National Nature Reserve,including main protected objects,ecosystem structure,species richness and threat factors,the final score was 89.5 points,indicating that the conservation effectiveness was "very significant".During the two decades,the latter period(2011-2021)saw a significant improvement in conservation effectiveness compared with the previous period(2000-2010).Except for grassland vegetation coverage,which is an evaluation index of ecosystem structure,decreased,other quantitative indexes,such as population number of main protected species,the distribution range of main protected objects,forest coverage rate,the proportion of natural wetland area,suitable habitat area of indicator species,and species richness,increased significantly.In terms of threat factors,there was no encroachment or invasive species in the core area,buffer area,and experimental area of the reserve.2.Experts scored the 20 indicators in the five evaluation items of management effectiveness of Saihanwula National Nature Reserve,including management basis,management measures,management guarantee,management effect,and negative impact.The final average score was 86 points,and the evaluation grade was "excellent",indicating that the reserve was at a good management level on the whole.In the past two decades,the latter period(2011-2021)has significantly improved management level compared with the previous period(2000-2010),with increased investment and continuous improvement of management facilities,equipment,and measures.In 5 of the 20 evaluation indicators,the score was perfect.There are three indicators scored less than 50% and scored relatively low,namely professional technical ability in the part of management security,two indicators of specialized law enforcement agencies,and community participation in the part of management effectiveness.In the negative impact content,2 points are deducted from the disaster accident index,the reserve has not established a compensation mechanism for wildlife damage,and the community residents’ damaged farmland has not received compensation.From nature reserve protection effect and management effectiveness evaluation results can be seen,that in recent years Saihanwula national nature reserve administration has taken a lot of protection programs and management measures,and the protection effect is good,however,judging from individual indicators of management effectiveness evaluation,there are still some deficiencies in the management of the reserve.Based on the evaluation results,this paper puts forward some improvement measures such as promoting community development,enhancing professional and technical ability,enhancing law enforcement ability,establishing compensation mechanisms for wildlife accidents,and information construction.
