Since the rotation fallow was proposed in the 13th five year plan in 2015,the state has continuously expanded the pilot scope and increased capital investment.In 2016,410700 hectares of cultivated land in China participated in the pilot task of rotation and fallow,mainly in 9 provinces(regions)such as Inner Mongolia,Heilongjiang,Liaoning,Jilin and Hebei.In 2017,800000 hectares of cultivated land were added to participate in the pilot task of rotation and fallow.In 2020,the notice on the pilot implementation plan of cultivated land rotation and fallow system in 2020 issued by Shandong Agricultural and rural department also increased the pilot area from 500000 Mu to 650000 mu.At present,the rotation fallow area of cultivated land in Weifang has increased to 20000 mu,which is in the preliminary pilot stage.As the regional central city of Shandong Peninsula urban agglomeration,Weifang is representative in the implementation of rotation and fallow system.The smooth and effective implementation of rotation fallow system in Weifang City is conducive to improving the soil quality of some cultivated land,repairing the ecological environment of cultivated land,meeting the national requirements for sustainable development,realizing the internal circulation of cultivated land,and providing reference for enriching the theoretical system of rotation fallow system.Based on the externality theory,food security theory,and sustainable development theory,this paper designs a questionnaire for the related problems of rotation and fallow in Weifang.Through the field investigation of the pilot area of rotation and fallow in Weifang,the questionnaire is distributed to the farmers participating in rotation and fallow in Zhucheng,Shouguang and Changyi,and the first-hand data are obtained.The regression model of Weifang farmers’ rotation and fallow was established by logistic regression,and the empirical results were analyzed by STATA16 software.The results showed that among the 15 variables selected in the model,the gender of farmers,the number of family labor force,the proportion of family non-agricultural income,whether the fertility of cultivated land decreased,the understanding of rotation and fallow system,the expectation of rotation and fallow subsidies.The effect of rotation fallow system on the price of agricultural products and other variables have a significant impact on Farmers’ participation in rotation fallow in Weifang City.The proportion of household non-agricultural income has the greatest positive impact on Farmers’ willingness to rotate and rest in Weifang,and the number of household labor force has the greatest negative impact on Farmers’ willingness to rotate and rest in Weifang.Based on the analysis results of the regression model established for Weifang farmers’ rotation and fallow,this paper finds that there are some problems in the practice of Weifang farmers’ rotation and fallow,such as the low proportion of farmers’ non-agricultural income,the continuous decline of cultivated land fertility,the insufficient publicity of the rotation and fallow system,the small amount of rotation and fallow subsidies,and the single rotation and fallow mode,and puts forward corresponding countermeasures and suggestions for these problems,namely,increasing non-agricultural employment skills training Strengthen the technical guidance of rotation and fallow,strengthen the publicity of rotation and fallow,reasonably formulate the subsidy amount,and optimize the rotation and fallow mode,so as to effectively improve the rotation and fallow system in Weifang,enhance the participation enthusiasm of Weifang farmers,promote the level of agricultural cultivation in China,and realize the increase of grain production.
