Research On The Improvement Of Zhaoqing’s Forest Fire-fighting Ability From The Perspective Of 4R Crisis Theory

Forest fire is a kind of natural disaster with strong sudden,destructive and difficult to deal with and rescue.There has always been a phenomenon of emphasizing technical research rather than theoretical basis in the research of forest fire prevention and extinguishing at home and abroad.This paper selects Zhaoqing,which has the typical characteristics of forest fire prevention and extinguishing in South China,as the research object,and evaluates and studies the forest fire prevention and extinguishing capacity of Zhaoqing City in combination with 4R crisis management theory,which not only enriches and expands the relevant basic theories of crisis management,but also provides new methods and ways for the evaluation of local forest fire prevention and extinguishing effectiveness,Through the evaluation results,this paper analyzes the problems existing in the forest fire prevention and extinguishing policies and measures of the government,and provides targeted suggestions for further improving the forest fire prevention and extinguishing management ability.In order to evaluate the comprehensive forest fire prevention and control ability of Zhaoqing City,according to the 4R Theory of crisis management,this paper divides the forest fire prevention and extinguishing ability of Zhaoqing City into four primary evaluation factors: prevention,preparation,disposal and recovery.Using Delphi method,through four rounds of correspondence with 9 experts,17 secondary evaluation factors are finally obtained.The hierarchical ranking of the evaluation index system of forest fire prevention and control ability in Zhaoqing City is obtained by using the analytic hierarchy process.200 respondents are selected to evaluate the forest fire prevention and control ability in Zhaoqing City,and the Likert scale method is used to formulate the questionnaire,collect data to test the reliability and validity of the index system.Finally,after evaluation,the Comprehensive Forest fire prevention and control ability in Zhaoqing is in the general order,which is still far from the satisfaction of the masses.According to the research and analysis of the evaluation results of Zhaoqing City’s comprehensive forest fire prevention and control ability,this paper believes that Zhaoqing City has insufficient crisis awareness in terms of prevention ability,inadequate implementation of responsibility system,insufficient publicity and education,low team construction and management level in terms of preparation ability,weak infrastructure,insufficient emergency response speed in terms of disposal ability,and backward fire-fighting means,The lack of logistics support capacity has affected the improvement of the overall prevention and control capacity of Zhaoqing City.In view of the reasons for the above problems,this paper puts forward countermeasures and suggestions to improve the comprehensive forest fire prevention and control ability of Zhaoqing City from four aspects:establishing crisis awareness,promoting scientific and technological assistance,strengthening team construction and increasing capital investment,so as to significantly improve the comprehensive forest fire prevention and control ability of Zhaoqing City and provide reference for forest fire prevention and extinguishing work in other regions of South China,It also makes a certain contribution to the development of the basic theory of forest fire prevention and extinguishing.
