| The Chinese government has always attached great importance to food security,which has always been a strategic issue.Under the influence of industrial and commercial capital to the countryside,the promotion of urban integration,the low economic benefits of grain planting and the lack of attention of local policies,the phenomenon of grain "non-food" in China has become more and more intense,which has become one of the important factors threatening the national food security.The governance of "non-food" phenomenon of cultivated land is faced with the "anti market" behavior of removing the plants with high economic benefits from the existing cultivated land and returning to the grain with low economic benefits.And each case of cultivated land "non-food" phenomenon has different causes,existing uses and reversal costs,which makes the government’s governance of cultivated land "non-food" phenomenon face great challenges.This thesis takes Y Town,which has the phenomenon of "non-food" with more than 90% of the cultivated land area,as a typical case.Based on the perspective of policy fragmentation,this thesis focuses on the formation process of the "non-food" of cultivated land by using the holistic governance theory,stakeholder theory and policy implementation deviation theory,through literature research,case analysis in-depth interview and other research methods,Then it deeply analyzes the impact of policy fragmentation on the phenomenon of "non-food" of cultivated land,and discusses the corresponding countermeasures.First of all,the present situation of the "non-grain" of cultivated land in Y Town is described and analyzed as a whole.this thesis focuses on the formation process of cultivated land "non-grain" in Y Town under the influence of three policies: flower and plant industry development policy(1999-2004),land requisition and demolition policy(2009-present)and grain subsidy policy(2004-present).Secondly,it deeply analyzes the influence of flower and plant industry policy,land expropriation and demolition policy and grain subsidy policy on the "non-grain" of cultivated land in Y town.finally,from the perspective of holistic governance,it is proposed to build an overall government.overall planning of cultivated land protection and industrial development;strengthen overall governance and systematically restore cultivated land planting conditions such as irrigation and irrigation.Guard against the deviation of policy implementation and explore countermeasures such as the transformation of subsidy policy from "growing grain" to "collecting grain".This thesis acquired two research results by tracking the case-the effect of "non-grain" governance to farmland,and by studying and analyzing on it.On the one hand,it puts forward a new perspective,carrying out the research on the "non-grain" of cultivated land through policy fragmentation.On the other hand,three new viewpoints are proposed in the thesis.Firstly,given some factors such as the fairness of subsidies and the stimulus of the food planting subsidy policy weakening,it is recommended to explore the grain subsidy policy to turn the "grain planting" into the "grain harvesting";subsequently,allowing for that "single-to-double" is an important rule to raise food production,it is recommended that double-cropping rice should be increased to at least twice more subsidies than single-crop rice;and finally,taking into account the high cost and low income of individual grain growers,it is suggested to explore ways to increase subsidies to large grain growers on land transfer. |
