Forestry industry is not only the basic industry of national economy,but also the welfare industry of the whole society.It not only provides forest products to the market,but also undertakes the important task of ecological security.The economic,social and ecological benefits of forestry industry have been recognized by all countries in the world.As China’s supply-side structural reform deepens,the division of labor becomes more detailed,and the relationship between the upper,middle and lower reaches of the industrial chain becomes more obvious,China’s economy is gradually stepping into the stage of high-quality development driven by scientific and technological innovation.Accordingly,as the basic industry,forestry also needs to be transformed and upgraded to keep pace with the national economic development.To improve the development quality of forestry industry is to realize the coordinated development of the first,second and third industries of forestry by using the technology and capital input with the characteristics of modern industrial products on the basis of ensuring the sustainable growth of the total output value of forestry.As the modern input factors with human capital skewness increase,it is bound to require human capital to grow together as the complementary input factor.The overall framework of this paper is as follows:Firstly,the concepts related to forestry human capital and development quality of forestry industry are clearly defined,the relevant literature and theoretical basis are sorted out,and the corresponding theoretical mechanism and research hypothesis are proposed.Then,based on the forestry data from 2000 to 2018 in the collective forest regions of Southern China,the relationship between the total forestry human capital and the development quality of forestry industry is studied horizontally and statically,and technological progress is taken as a mediator variable and capital input as a moderator variable.At the same time,taking forestry human capital and industrialization process as two threshold variables,the dynamic conversion effect between total forestry human capital and development quality of forestry industry is studied.In addition,the effects of heterogeneous forestry human capital on the development quality of forestry industry are studied vertically.In the end,on the basis of the empirical results,putting forward operational advice.The results of the study are as follows:①The total amount of forestry human capital has a significant positive impact on the development quality of forestry industry.②Technological progress plays a partial mediating role between the total amount of forestry human capital and the development quality of forestry industry,while high material capital input will weaken the impact of total forestry human capital on the development quality of forestry industry.③The influence of total forestry human capital on the development quality of forestry industry has significant"inverted U-shaped" dynamic transformation characteristics in different stages of forestry human capital and industrialization.④The marginal effect of forestry human capital structure on forestry industry development quality presents heterogeneity.With the improvement of the segmentation,the primary forestry human capital has a significant negative impact on the development quality of forestry industry while the advanced forestry human capital has a significant positive impact on the development quality of forestry industry.
