| Fishery resource is a renewable biological resource in constant renewal,and it is its self-renewing and changing characteristics that make it a sustainable resource.If fishery resources can be developed and utilized rationally,the economic,social and ecological benefits of fishery resources can be optimized,thus achieving sustainable development and utilization.However,with the development of human fishing operations,the marine ecological environment in which the fishery resources are located has been continuously damaged,and the fishery resources have been over-exploited for a long time due to the increase of human fishing capacity,and the fishery resources are in serious decline.In recent decades,the exploitation of China’s fishery resources has coincided with the exploitation of the world’s fishery resources,with increasing fishing intensity and declining fishery resources.In China’s coastal offshore waters,the increasing capacity of marine fishing has brought greater pressure on fishery resources,and the development of coastal offshore marine fishing cannot achieve sustainable development due to the decline of fishery resources.Therefore,it is a major problem that needs to be solved urgently to explore how to slow down the decline of coastal offshore fishery resources,promote the efficiency of fishery and increase the income of fishermen,and promote the rapid and healthy sustainable development of fishery economy.This paper aims to measure the utilization of China’s coastal offshore fishery resources through the correlation of coastal offshore fishery input factors to the total coastal offshore fishery production,so as to provide policy suggestions and references for the utilization of China’s coastal offshore fishery resources.In this paper,we investigate the relationship between coastal offshore fishing input factors,catch types and total fishing production to reflect the current situation of fishery resources utilization.The fisheries resources are utilized by fisheries production operations,which include "fishing operations" and "aquaculture operations",and only marine fishing operations are studied in this paper.Before conducting the empirical analysis,we consider the lack of data reflecting the situation of coastal offshore fishery resources in the actual fishery-related statistics,and the possible deterioration of the data in the actual statistical process,which makes the statistics gray data,as well as the time range of 2000-2019 for the research object of this paper is only 20 years of statistics,which does not fully match the mathematical statistics for Therefore,the gray correlation analysis method in gray system theory is used to study the influence of each marine fishing input factor on the total fishing production in the coastal offshore fishery resource system.In addition,the CPUE of each of the six selected coastal offshore fishing inputs was calculated to investigate the utilization of coastal offshore fishery resources from the perspective of input-output economics.By analyzing the current situation of coastal offshore fishery resources,the results show that the total marine capture production in China’s coastal offshore has experienced "steady growth","fluctuating growth" and "steady decline" in the past 20 years."The structure of the catch ratio of each species in marine fishing tends to be stable,and fish stocks occupy a very obvious dominant position in the catch species group and are the basic catch of coastal offshore fishery resources,with a catch ratio of more than60%;the dominant fish species such as striped bass and anchovy tend to be stable in the fish stocks,with obvious dominant position,mainly pelagic fish,and other fish stocks are dominant.The proportion of other fish stocks fluctuates,and the gap between the proportion of individual fish stocks in the total production of major fish stocks is narrowing;the results of empirical analysis by gray correlation analysis show that the correlation between input factors of coastal offshore marine fishing and total fishing production is different in four stages(2000-2004,2005-2009,2010-2014 and 2015-2019).The number of professional laborers in coastal offshore marine fishing was the input factor with high correlation with total production in all four stages,while the number of part-time laborers in coastal offshore marine fishing and the power of non-motorized fishing vessels in coastal offshore marine fishing had low correlation with total production in all four stages;the correlation between the species of coastal offshore marine fishing catches and total production in coastal offshore marine fishing was found to be higher in all four stages.The results of the analysis showed that fish stocks were the input factors with higher correlation with total production in all four stages,followed by crustaceans,while algae and other species were the two catch species groups with lower correlation with total production in all four stages.Through the above status quo and the results of the empirical analysis,the total output of China’s coastal offshore marine fishing in 2019 has reached the lowest value in the past 20 years,and the changes in the composition ratio of coastal offshore marine fishing catch species tend to be stable,the dominance of fish and crustaceans as the main stocks is obvious,and the structural ratio of the main fish species of fish stocks also tends to be stable,with anchovy,blue jacks and other upper and middle fish stocks as the main Fish species have a greater advantage,proving that China’s coastal offshore fishery resources on the whole have been in a state of full utilization of resources.The increase of marine fishing input factors,such as the number/power of non-motorized fishing vessels and the number of part-time labor force in coastal offshore marine fishing,is no longer possible to produce a corresponding increase in total fishing output.The CPUE of professional labor in coastal offshore marine fishing,the CPUE of part-time labor in coastal offshore marine fishing,and the CPUE of the number of motorized fishing vessels in coastal offshore marine fishing tend to be stable,and the CPUE of the power of motorized fishing vessels in coastal offshore marine fishing shows a decreasing trend,which indicates that China’s coastal offshore marine has an overall excess fishing capacity.Therefore,in the future,when China formulates corresponding coastal offshore fisheries management policies and adjusts the structure of marine fishing industry,it should fully consider the current situation of fishery resources development in the sea area,explore the impact factors of different marine fishing input factors on the yield and resource stock,and promote the optimal utilization of China’s coastal offshore fisheries from different focuses to promote its sustainable development. |
