Since 1999,the summer fishing moratorium has been implemented as a fishery resource management system in the South China Sea for more than 20 years.During this period,no matter in terms of institutional management methods,fishing moratorium time or operation types,it has been gradually adjusted and improved to serve as a fishery resource in the South China Sea.Conservation and the construction of my country’s marine ecological civilization have made great contributions.However,with the implementation of the system,there are still problems such as insufficient law enforcement force during the summer fishing moratorium,weak supervision,illegal fishing and fishermen’s problems,and fishing violations by fishing vessels in neighboring countries.These all reflect the summer fishing moratorium system in the South China Sea and the order during the implementation period.Need to be further improved and standardized.This article first discusses the development process of the summer fishing moratorium system in the South China Sea(including changes in the region,time,and operation methods of the summer fishing moratorium).The system progress is divided into the initial adjustment phase from 1999 to 2009,and the promotion and stable implementation phase from 2010 to 2016.,The latest stage of improvement from 2017 to 2020.At this point,the summer fishing moratorium system has developed into a fishery management system with relatively complete concepts and ideas.Consult the relevant research literature on the summer fishing moratorium system,use the literature analysis method to collect and sort out the factors affecting the summer fishing moratorium order,use the Delphi method to screen out the indicators that meet the summer fishing moratorium order in the South China Sea,analyze and calculate the evaluation indicators based on the analytic hierarchy process The weight value of,and then verify with examples(including on-site visits to the main fishing ports and fishery law enforcement agencies in the three provinces of the South China Sea,questionnaire surveys by fishermen and sea cruises,etc.),and comprehensively evaluate the impact of various indicators on the order of summer fishing closures in the South China Sea.The results showed that 28 out of the 33 evaluation indicators collected by the Delphi method were selected to meet the order evaluation criteria of the summer fishing period in the South China Sea;based on the analytic hierarchy process to calculate the weights,the first-level indicator weights were obtained in Fuxiu related personnel(A1)(0.345))And the construction of Fuxiu facilities(A3)(0.370)have a larger weight,and the second-level indicators of law enforcement facilities(B6)(0.200)and fishermen(B1)(0.193)have larger weights.Among the three-level indicators,law enforcement funds(C16)(0.100),law enforcement equipment(C17)(0.100),subsidies for fishing moratoriums(C3)(0.087),fishing-related “three no ships”(C26)(0.072)and Vietnamese fishing boats Violation of fishing(C27)(0.052)accounts for a large proportion;the case verification shows that fishery law enforcement funds(C16)and law enforcement equipment(C17)have a key impact on the current order of the South China Sea;fishermen’s subsidies for the fishing period(C3),The “three no ships”involved in fishing(C26)and the intrusion of Vietnamese fishing boats(C27)have a greater impact on the order of the summer fishing moratorium in the South China Sea.As the main body of the implementation of the summer fishing moratorium,fishermen’s satisfaction with the summer fishing moratorium also affects the final results of the system.Therefore,in order to understand the fishermen’s satisfaction with the summer fishing moratorium During the period,a multi-stage random sampling method was used to issue questionnaires to fishermen in the three provinces of the South China Sea.A total of 258 questionnaires were collected,and SPSS23.0 was used for principal component analysis using factor analysis.The results show that the variance contribution rate of the first five factors reached 61.859%.The 11 influencing factors can be summarized as five factors that have a greater influence on the satisfaction of the fishermen during the summer fishing moratorium.They are economic income during the fishing moratorium(16.396)and violations.Poaching by fishing boats(12.095),fishing moratorium(12.012),law enforcement credibility(11.853),and summer fishing moratorium effect(9.503),among which the economic income during the fishing moratorium has a greater impact on satisfaction;after calculating factor scores,fishermen are The satisfaction of the fishing moratorium system is F=3.53,and the overall satisfaction rating is relatively high.The paper analyzes the main influencing factors of the order of the summer fishing moratorium in the South China Sea and the main influencing factors of fishermen’s satisfaction with the summer fishing moratorium system in the South China Sea,and puts forward relevant recommendations: 1.Adhere to the "three principles" and continue to improve the summer fishing moratorium system;2.Large investment in law enforcement funds to improve the construction of law enforcement teams;3.Pay attention to fishermen’s livelihood issues and increase fishermen’s subsidies for suspension of fishing;4.Clean up the “three no ships” involved in fishing and incorporate them into the unified management of townships;5.Severely crack down on Vietnam’s fishing infringement and protect the legitimate rights and interests of the people.In the future,on the basis of maintaining and continuously improving the current summer fishing moratorium system,we should also actively learn foreign advanced fishery management systems and seek new attempts to ensure the sustainable development of my country’s fishery resources.
