| The construction of veterinary system includes the construction of organizational structures,personnel teams,financial guarantees,etc.It not only provides basic guarantees on such as policies and technologies,but also plays an effective role in the healthy and stable development of the animal husbandry.The Highly Pathogenic Avian Influenza(HPAI),Foot and Mouth Disease(FMD),and Peste des Petits Ruminants(PPR)are three major animal epidemic diseases.China implements compulsory immunization against these three major diseases,where the government purchases vaccines for them and distributes to farmers freely.Once the prevention and control of major animal diseases is not in place,the outbreak and epidemic of these diseases will cause serious economic losses and adverse social impacts.This study analyzes the current situation of veterinary system construction in Jiangmen Area in 2018,and the immune status and antibody level of the three major animal diseases between 2016 and 2018.We obtain these items through data collection,consulting documents,field investigations,questionnaires,telephone inquiries,serum tests,etc.This study provides a comprehensive and scientific evaluation of the construction of the veterinary system and the status of the prevention and control of main epidemics in Jiangmen.Our results indicate that a comprehensive veterinary system for animal epidemic prevention and control is established in Jiangmen,composed of administrative agencies,animal health supervision agencies,animal epidemic prevention and control agencies,comprehensive agricultural services at the city,county,township and village level.At present,there are 97 veterinary institutions with 724 veterinarians in corresponding departments.80.8%of these veterinarians are male,76.8%of them are at township and village level,75.3%of them are junior college or below,40.5%of them are animal medical personnel(majored in animal husbandry and veterinary),and 59.5%of them are other majors.There are one biosafety laboratory of level II and six biosafety laboratories of level I.All of them have obtained the certification of the Veterinary System Laboratory from the Ministry of Agriculture and Rural Affairs of the People’s Republic of China.The total area of these veterinary laboratories has reached 2361 m~2with 22 testing personnel,78experimental instruments which are worth more than 20,000 RMB.There was no HPAI FMD,or PPR from 2016 to 2018 in Jiangmen.The immune density of these three diseases from 2016 to 2018 met the criteria of 100%proposed by the agricultural department.The vaccine density of HPAI reached 125.1%,170.4%,and 136.2%in 2016,2017,and 2018,respectively;200.1%,105.7%,104.1%for FMD;133.3%,156.3%,100.0%for PPR.The vaccine density of HPAI and PPR showed significantly annual difference,while the vaccine density of FMD showed several difference.From 2016 to 2018,the positive rates of immune antibodies against the three diseases exceeded the criteria of 70%required by the agricultural sector,among which the positive rates of H5 subtype immune antibodies against HPAI reached 86.1%,87.0%,and 87.9%respectively.During 2017 to 2018,the positive rate of H7 subtype immune antibody of HPAI reached 87.3%and 80.1%.During2016-2018,the total positive rate of O type of FMD immune antibody reached 80.7%,85.8%,89.4%respectively.During 2016 to 2018,the positive rate of immune antibody against PPR reached 75.9%,78.4%and 74.4%respectively.The positive rate of these diseases didn’t show significantly annual difference.All results revealed that the measures for the prevention and control of major animal diseases are effective and significant in Jiangmen.To further develop the prevention and control of major animal epidemics,we proposed some suggestions from the prevention and control policy mechanism,institutional system,prevention and control technics,and animal husbandry industry.Firstly,we should transform the animal immunization model,promote the government to purchase animal epidemic prevention services,and implement a new"vaccination first and compensation followed"immunization policy.Secondly,we should promote the new mechanisms for agricultural insurance.Meanwhile,we should take actions to deepen the reform of the township veterinary system.Furthermore,the detection ability and capacity need to be enhanced through introducing new technology to promote the development of the animal husbandry industry towards standardization,large-scale and modernization.This study will provide implications for industrial development and animal disease prevention and control in the new era. |
