Investigation And Analysis Of Animal Health Supervision In Hechi City

Animal health supervision is an important work of the government agriculture department,and the government’s work efficiency depends on it to a great extent.Globally,many countries with developed animal husbandry regard the internationally recognized official veterinary system as an important standard for their own animal health supervision.Hechi city was the object of study,and it expounded the background,significance and research status at home and abroad of the subject research in this paper,and discussed the relevant theories of animal health supervision.Then,it compared the domestic and foreign animal health supervision,and drawed the enlightenment from the successful experience of foreign countries on the domestic animal health supervision.The status quo of the animal health supervision system in Hechi city was investigated and studied through the history of the establishment of hechi animal health supervision institutions,the current development of Hechi animal health supervision institutions,the management and standardization of the animal health supervision and law enforcement team and the investment in the infrastructure of animal health law enforcement in Hechi City.Through investigation and analysis,it was found that the animal health supervision institution of Hechi city was established by the branch of animal epidemic prevention station in 2000,mainly responsible for animal husbandry public welfare work such as animal epidemic prevention,quarantine,epidemic forecast and extermination.The personnel composition was simple and the distribution was uneven.In the rural animal husbandry and veterinary institutions,there were only 2 to 4 official veterinary personnel.Members,bachelor degree or above of veterinary accounted for 65.43%,and the senior high school degree of veterinary accounted for 18.93%,with the number of intermediate professional titles accounted for 53.50%,the age distribution in 35 to 49,veterinary proportion was 48.97%,the city official veterinarian age structure more reasonable,most had bachelor degree or above,but the number of licensed professional personnel engaged in law enforcement in the city only19 people,accounting for 15.08% of the total number of a law enforcement;Due to the shortage of official personnel,the city had 57 co-inspectors,most of whom had college degrees,accounting for 87.82%.From 2015 to 2019,there were an average of 36.8 cases of animal health supervision and law enforcement in Heche city,with an average annual fine of89,400 yuan.The results showed that the distribution of veterinary personnel in Hechi City was uneven,the number of law enforcement certificates was not enough,the education level of the staff was generally lower than the undergraduate level,the age of veterinarians was generally in the youth and middle age,and the age of the personnel in some areas was relatively old.In addition,when investigating the law enforcement situation,it was easy to have the phenomenon of weak sense of responsibility and improper working attitude.Because of the low education level,when testing infected animals,if the disease was complicated,it would be difficult to deal with and prone to false inspection.In the process of law enforcement,the penalty was the main problem,etc.these problems seriously hinder Hechi sustainable development of animal health supervision.Therefore,it was necessary to propose the corresponding solutions according to the actual situation of Hechi City.It was put forward suggestions from two aspects of system and practice for the improvement of hechi city animal health supervision and law enforcement.It included the animal health supervision legal system,perfect the standardization construction,etc.in system,and to further standardize the institutionalization,standardization and legalization of animal health supervision in Hechi City by improving the system.It included speeding up the development idea renewal,through propaganda and improve image to improve animal health supervision institutions in hechi city dweller’s image and reputation,making system mechanism to further promote the sustainable development of hechi city animal health supervision,to strengthen supervision of power and update existing law enforcement means to promote the standardization of law enforcement,etc.,theory combined with practice,to ensure that the system construction to serve practice,practice to guide the system construction,thus to improve hechi city offer reference for animal health supervision and law enforcement.
