Research On Public Crisis Governance Of Animal Epidemic From The Perspective Of Cooperative Governance

With the economic globalization and the rapid development of the global livestock industry,the risk of breaking out animal epidemics public crisis is greatly increased because of the increasingly frequent circulation of livestock products,and the situation of animal epidemics public crisis management in China is becoming more complex and severe.The major animal epidemic crisis not only seriously affects the healthy development of livestock and poultry industry,resulting in huge economic losses,but also causes social panic.Besides,it threatens the safety of animal-derived food and social public health,affects social harmony and stability in China.And how to manage animal disease public crisis effectively has become a tough problem,which governments at all levels have to face.The situation of the public crisis management caused by animal epidemic is still severe,which constantly tests the government’s ability to manage the crisis.However,the traditional model,which only relies on the government,is too insufficient to adapt to the new requirements and situation.An innovative governance strategy coincided with the theory of collaborative governance has been proposed,in the 19 th national congress of the CPC,to make utmost efforts to build a co-construction,co-governance and sharing social governance model,emphasizing the integration of resources as well.Therefore,in order to realize collaborative governance effectively,some entities,including government,breeding enterprise,social organizations,consumers and the media,must be joined together to participate in the pubic crisis management of the animal epidemics,improving the coordination mechanism.Only in this way can animal epidemic management level be greatly promoted.Based on the theory of collaborative governance,emergency management and public crisis management,this study focuses on the research from the perspective of collaborative governance,emphasizing the importance of collaborative integration among multiple subjects such as government,farming enterprises,consumers and social organizations.This paper conducts a research on China’s public crisis management of animal epidemic by research methods such as literature review,case analysis,interview,comparative analysis in three steps,and then puts forward countermeasures and suggestions for collaborative management of animal epidemic public crisis.First of all,this paper analyzes the problem of the public crisis management of animal epidemic in China systematically.Secondly,the author takes the public crisis management of African swine fever epidemic in G city as an example to analyze the problems and reasons in the process of public crisis management of African swine fever epidemic.Finally,related the successful experience abroad,the countermeasures and suggestions on how to construct multi-subject and whole-process collaborative management of public crisis of animal epidemic are given from four aspects,including enhancing the value recognition,improving the material security level,establishing the interaction mechanism of multi-subject collaborative management and strengthening technical support for public crisis management of animal epidemics,to provide some effective references for the management of animal epidemic crisis in China.
