With the development of the times and the progress of society, logistics has become an important pillar industry to support the development of the national economy, and has made outstanding contributions to the promotion of China's economic development. As an important part of the logistics system, integrated logistics system planning has become an important part of business management and a new direction of logistics system planning research.Location, inventory and route planning are all important aspects of logistics system optimization. For enterprises, the integrated optimization of the three is conducive to the implementation of more efficient management and operation, thereby achieving the purpose of reducing total costs and improving economic efficiency. In this paper,we study the model and algorithm of traditional Location-Inventory-Routing Problem considering carbon emission and time windows(CTLIRP).For the urban vehicle distribution problem considering carbon emission cost and time windows penalty cost, the CTLIRP model is developed with the objective of minimizing the economic cost by integrating location, inventory and route factors. The problem is solved by LINGO and the improved Differential Evolution algorithm(DE).The correctness of the model and the effectiveness of the DE algorithm in solving the problem are verified through experiments. For the characteristics of the urgency of emergency logistics time demand. In the traditional Location-Inventory-Routing Problem, the priority and satisfaction of disaster relief points are considered. This paper studies the Emergency logistics Location-Inventory-Routing Problem(ELIRP).The objective is to determine the location of the distribution center among multiple alternative distribution centers,as well as the vehicle travel routes for distributing each disaster relief hospital, and to reasonably control the optimal inventory of the distribution center. The multi-objective emergency logistics ELIRP model is constructed with the highest emergency arrival time score and minimization of total cost as the objectives. The singleobjective model is solved by CPLEX software and DE algorithm. We use Non-dominated Sorting Genetic Algorithm II(NSGA-II)to solve the medium and large-scale cases of the dualobjective model. The medium-scale case is used as the test case to test the results of the singleobjective and multi-objective models. The experimental results prove that the algorithm has good stability and accuracy. This paper studies the Location-Inventory-Routing Problem in two different cases, which has certain significance for reducing environmental pollution, improving the living environment,as well as precise and rapid rescue in disasters and reducing property damage. It provides reference for the government to make corresponding management decisions.
