The Research On Network Information Security Management Under The Background Of Integration Of Three Networks

"Triple play",refers to the telecommunication network,computer network(Internet)and the radio and television network compatible with each other and penetration,and ultimately form a unified information network integration.At present,the integration of telecommunications networks,cable TV networks and the internet has been at a critical stage in china,IPTV,mobile phone-television and other business integration and application has become an Indispensable part of people's daily life,Accordingly,network information security risks can not be ignored.Therefore,to conduct a comprehensive planning and design of the network information security of tri-networks integration,to meet the security requirements of tri-networks is what the current government and relevant enterprises should pay more attention to.This paper taking Jiangsu as a case analysis of the domestic present situation of development of three networks convergence and network information security management,summarized the foreign fusion process and network information security management experience,and put forward the countermeasures and suggestions from the management system and the construction of technology supervision platform for china's triple play network information security management system,lay a theoretical basis for the implementation of the next step to carry out,and make a clear direction of moving forward.This paper argues that China's opportunities and challenges coexist on current integration,in the huge development opportunity and affordable for operators,equipment manufacturers and users at the same time,triple play,but also take the network information security risks and hazards.In the aspect of government supervision,there are still a lot of constraints and obstacles,including regulatory obstacles fusion process,the lack of legislation affecting system established,the lack of technology impact of performance monitoring.On the basis of the above analysis,this paper puts forward,should start from the two aspects of the management system and technology management platform construction,strengthen the integration management of network and information security.One is to set up a unified network information security regulatory mechanism;two is to establish and perfect the legal system of network information security;three is to develop the network information security grading protection mechanism;four is to accelerate the construction of the network credit system;five is to increase the research and development of independent intellectual property rights.At the same time,accelerate the development of technology,Construct technology management and control platform based on construction of resource management,network element monitoring,network and information security monitoring function,covering the whole network monitoring and early warning,tracking and disposal of comprehensive technical ability.
