Fairness and justice is always the basic value goal and pursuit of social policy.The high and low perception of social policy objects on policy fairness has an important impact on the smooth operation of policy,and the research on the sense of policy fairness is of great significance.There are two opposite views on the class differences of fairness According to the theory of System Justice,the disadvantaged people think the society is fair.The theory of Social Domination holds that the disadvantaged are more likely to believe in social injustice.This paper intends to make a research and Analysis on the differences of fairness feelings of different social strata in the policy of nearby enrollment.In this paper,618 questionnaires were completed in 6 schools in X District of C City,and the effective recovery rate was 51.5%.Through statistical analysis,the study found that the social advantage class is more inclined to think that the policy of nearby enrollment is fair,and the vulnerable class is more inclined to think that the policy of nearby enrollment is unfair,which shows that the sense of fairness of the policy of Nearby Enrollment conforms to the "Social Domination Theory".Among them,migrant workers' identity,low income,living far away from the school,dissatisfaction with the school and lack of understanding of the policy will reduce the sense of fairness of the policy.On this basis,this study further uses the concept of “fair cost effect” to explain its formation mechanism.The superior class has more social resources,has stronger ability to bear the cost of achieving fair results(formal fairness),and has lower cost rate in this process.At the same time,they can change the unreasonable distribution(substantive fairness)in the nearby school policy,and have a higher sense of acquisition in their children's educational needs and expectations,Therefore,they tend to think that the policy is fair;The disadvantaged have a limited ability to bear the cost,and the cost rate is higher in the process of achieving a fair result.They are more inclined to think that the nearest enrollment policy is unfair.The first innovation of this paper is the innovation of research perspective and method.From the “subjective value” level,this paper makes an empirical study on the fairness of the nearby enrollment policy,and combined with interviews to explore the formation mechanism of the fairness.The second is the innovation of theoretical explanation.The “equity cost effect”proposed in this paper provides a new theoretical explanation for the class differences of policy fairness in the field of social policy,and deepens the relevant research on the mechanism of class differences of policy fairness.
