“The Belt and Road” initiative is a major historical opportunity ushered in by China at the new stage of development.“The Belt and Road” initiative with investment and trade cooperation and education exchange and cooperation as its main content,is a catalyst for win-win development for all countries along the route.As of the end of 2018,the total investment stock of Chinese companies in the 64 countries along the “Belt and Road” has reached US $172.77 billion,showing a vigorous growth trend.The data in the "Chinese Enterprises Overseas Sustainable Development Report" shows that the overall efficiency of Chinese enterprises' overseas investment is not high.Only about half of the enterprises have higher investment benefits to achieve profitability.18% of enterprises have basically maintained a profit and loss,and more than 26% of companies are in a temporary state.Loss status.As China 's investment in countries along the “Belt and Road”continues to grow,how to further promote investment growth,simultaneously increase the completion rate of foreign investment projects,and ensure the profitability of enterprises has become an urgent issue.The lack of high-quality talents and skilled workers in the investment process of the countries along the “Belt and Road” countries,and the lack of in-depth knowledge of the development level and talent reserve of higher education in the countries along the route are important reasons for the low investment completion rate and profitability.Therefore,in order to better implement the “Belt and Road” initiative,promote investment and trade cooperation and education exchange and cooperation between China and countries along the route,strengthen foreign direct investment in countries along the route and effectively improve investment benefits,the following issues need to be urgently addressed: Higher education internationalization in countries along the route What is the level of competitiveness and talent pool? And how does the international competitiveness of higher education affect China's foreign direct investment? By what mechanism does it have an impact? How can companies and governments formulate corresponding foreign investment strategies for the development of higher education in various countries?This article will follow the analytical logic of "higher education raises the level of human capital,promotes the flow of talents,and then attracts foreign direct investment." Firstly,it introduces the theory of human capital and the theory of talentflow,and explores the impact mechanism of higher education international competitiveness along China's foreign direct investment from two ways.Taking2010-2017 China 's OFDI data on 43 countries in the “Belt and Road” as a sample,the factor analysis method is used from the four dimensions of higher education investment,higher education scale,higher education internationalization,and higher education quality(including twelve specific indicators),to measure the international competitiveness of higher education in the countries along the “Belt and Road”,build a model to test the impact of the comprehensive index of higher education international competitiveness and the various dimensions of the index on China 's OFDI,and combine the transmission path and impact mechanism Analyze and introduce two intermediary variables,human capital and talent flow,to construct a mediation effect model to test the impact path of host country's higher education international competitiveness level on China's foreign direct investment.Finally,it is concluded that the international competitiveness of higher education can affect foreign direct investment through two paths of human capital and talent flow.The stronger the international competitiveness of higher education,the greater the accumulation of human capital,the more frequent the flow of talents,and the attracted foreign businessmen.The more direct investment there is.Finally,this article puts forward suggestions from the two levels of enterprise and government,and implements differentiated investment and talent development strategies in different countries in accordance with the principle of "adjusting measures to local conditions and categorizing policies." Full consideration is given to the actual situation of countries along the "Belt and Road".Targeted promotion of the “Belt and Road”initiative and regional investment and talent exchange activities also play important guiding roles.
