Since the United Nations adopted the convention on the rights of the child in 1989,the protection of children's rights has increasingly become an international consensus.However,domestic and international studies show that a large number of children are still subject to different forms of abuse each year,with children under the age of six particularly vulnerable.As the group that has the closest contact with children outside the family,preschool teachers play an important role in the prevention and treatment of child maltreatment.What abilities should preschool teachers have to prevent and control child maltreatment in order to protect children more effectively?How can preschool teachers improve their ability to prevent child maltreatment?Therefore,it is of great significance to explore and construct the ability system of preventing and controlling child maltreatment of preschool teachers to promote the protection of children's rights and interests.Based on the theory of children's rights,this study takes the child protection ability of preschool teachers as the starting point.First,through the review of previous relevant studies and the interpretation of professional policies,the author understands the current situation of child abuse in the existing literature,and extracts three first-level dimensions of preschool teachers' ability to prevent and treat child abuse.Then,based on a representative sample of child abuse cases interview was studied for the 12 a gleam of preschool teachers,preschool teachers' perception of child abuse and judgment,grasp the preschool teachers at present in the work of prevention and treatment of child abuse has the knowledge,skills and attitudes of the status quo,combined with the preliminary analysis on the study of literature,the first dimension is subdivided into 10 second indicators and 42 three-level index,preliminary build system ","child abuse prevention and control of preschool teachers ability.On this basis,using the method of Delphi consulting seven advice from an expert in this field,including 7 professors of law,3 professors of preschool education,2 principals,and 1 kindergarten teacher.Assignment of the appropriateness and importance of various indicators of the teacher child abuse prevention capacity system To modify and improve indicators.Finally,the expert ranking method is used to determine the weight of all levels of indicators of preschool teachers' ability to prevent and control child maltreatment by questionnaire,so as to establish a scientific and reasonable system of preschool teachers' ability to prevent and control child maltreatment.The finalized competence system for child abuse prevention and treatment for preschool teachers includes three first-level dimensions:"Knowledge of Child Abuse Prevention","skills of child maltreatment" and "attitude of child maltreatment".10 secondary indicators:"laws and regulations","children's rights","definition of abuse","reporting procedures","prevention of child abuse","identification of child abuse","intervention of child abuse","attitudes to children's rights","attitudes to the profession of kindergarten teachers" and "attitudes to the reporting of abuse";And 42 tertiary indicators.
