Reform of academic evaluation in primary and secondary schools is an important link in the basic educational reform,which is not only related to the students' academic development and the improvement of their comprehensive quality,but also critical for the construction of the teaching staff and the enhancement of the professional level of teachers.However,students' academic evaluation mode is relatively single in the present stage of our country,and the evaluation method is still"static evaluation".Therefore,it is not conducive to the practice of the concept of "developmental evaluation",and cannot meet the realistic needs of educational evaluation reform.Based on hereinbefore problems,this study presents an SGP academic evaluation model(Student Growth Percentile,SGP)with a broad practical basis in the United States,proceeding from the actual reform of academic evaluation in primary and secondary schools in China,and makes a more in-depth study of the model and puts forward reasonable proposal,which proposes the new mentality on the educational evaluation reform in China.The main parts of this dissertation are as follows:Firstly,according to the theoretical basis of SGP model construction,the background,theoretical basis,main value orientation and mathematical foundation of the model are introduced in detail.Secondly,the advantages and disadvantages of the SGP model are analyzed in combination with the other two academic evaluation models.Thirdly,based on the practice cases of SGP model application in New Jersey,the actual evaluation process and feedback effect of the model are presented.Finally,a detailed analysis is carried out of the necessity and feasibility of the SGP model in China.The application conditions of the model are revealed and the constructive strategies are proposed.The main research conclusions are as follows:1.The SGP model has design advantages:(1)It introduces the concept of "academic companion",which embodies the significance of growth;(2)It is no need to use large-scale database;(3)It can not only explain the reasons for the change of grades,but also predict the future trend of the development direction;(4)The concept is easier to understand.2.The SGP model has a wide range of practice applications and shown excellent results:(1)The SGP model can be applied for the assessment of individuals or groups'academic level.Additionally,the student achievement can be analyzed for the ranking among all students.Also,It can reveal "hidden" information,based on the student behaviors.(2)The SGP model can evaluate the education and teaching level of teachers and principals,improve teaching skills,promote teachers' self-reflection,enhance the overall quality of teachers.(3)The accuracy and practicability of the SGP model have being widely recognized.3.Both China's education reform and student academic evaluation reform need to innovate and increase the fundamental research.Moreover,China's current reform concept,evaluation standards,policy implementation,capital investment and management system can provide a basic guarantee for the application of the SGP model.4.Suggestions for introducing the SGP model into China:(1)Basic conditions:building a database of multi-information and multi-task combination modules;establishing a professional evaluation organization;constructing more detailed academic evaluation criteria.(2)Construction strategy:To further implement advanced education development concept;To accelerate the process of educational informationalization and improve the supporting services;To strengthen the training and education of educators;To improve the research and development mechanism for academic evaluation standards in primary and secondary schools.
