Research On The Function Performance Of Guiyang Sub-district Offices Under The Background Of Urban Grassroots Governance Modernization

Recent years,in the Third Plenary Session of the 18 th Central Committee of the CPC and the Fourth Plenary Session of the 19 th Central Committee,it is pointed out that under the current situation of building a socialist modernization country in an all-round way,it is the most important work to promote the modernization of grass-roots governance system and Governance capacity.As an important bridge to connect the grass-roots and superior governments,the street office has relatively complete government functions.It should take the opportunity to promote the modernization of grass-roots governance system and governance capacity,further optimize the functions of the government,solve the development problems,improve public services,and maintain social stability and development.Based on the background of grass-roots governance modernization,this paper studies the function performance of Guiyang Street office,and takes the Yellow River Road sub district office with typical representative and jurisdiction as an example.Using the theories of government function and new public management,the paper analyzes the function of street office under the background of grass-roots governance modernization.Through the analysis of the function reform and how to set up and perform the function,the problems existing in the on-the-job performance are found: the right and responsibility of the street office are not clear;The street office function performs unevenly;The street office function performs unstable;The satisfaction of street office service function is low.And the reasons for the problems: the legal system is not perfect;The relationship between power and responsibility is not smooth;The assessment mechanism is not scientific;The administrative resources are not perfect;Service function is not intelligent.Then,the author puts forward the countermeasures and suggestions for the performance of functions: perfecting the system construction of government functions;Rationalize the relationship between power and responsibility and realize the unity of power and responsibility;Establish scientific and reasonable and assessment system;To improve the rationalization of administrative resources;Service oriented government construction is intelligent.Therefore,it is of great theoretical and practical significance to study the function performance of Guiyang Street office in the context of modernization of urban grass-roots governance under the background of promoting the modernization of national and grass-roots governance system and governance capacity.At the same time,it can provide reference for the modernization construction of grass-roots governance in other cities in China.
