Research On Emergency Plan Of Urban Park Disaster Prevention And Avoidance Management Based On Scenario Constructio

As an important part of the urban disaster prevention system,urban parks play an outstanding function in disaster prevention and avoidance in the process of disaster prevention and relief in cities.When the affected people are transferred to the city park for disaster avoidance,if the park is unable to make a reasonable and effective response,crowd panic,traffic paralysis,management chaos and other situations are prone to occur,triggering secondary injuries.Reasonable emergency management within the park can ensure the normal operation of urban park disaster prevention and avoidance functions,scientific and standardized prevention and response to sudden disasters,the shortest time to safely and effectively carry out emergency disposal and recovery and reconstruction,which has an important protective role for public life and property safety,social order,social public safety and environmental safety.As a part of urban emergency shelter,there is no detailed,clear and targeted emergency management plan for urban parks,and the scientific and reasonable preparation of emergency plan can effectively respond to public emergencies in urban parks.It can provide action guidelines for emergency management in urban parks before,during and after disasters.As a hot research issue in the field of emergency plan,the scenario construction method can significantly improve the effectiveness and scientificity of the corresponding plans through the pre-design and analysis of scenarios.Therefore,this thesis applies the theory and method of scenario construction to study the detailed preparation process and content of emergency management plans for disaster prevention and risk avoidance in urban parks.Specifically,this thesis can be divided into the following four aspects.Chapter 1 describes the background of the study and the current research situation at home and abroad,focusing on the research process of both emergency management and emergency plan in urban parks to provide theoretical and technical support for the following study.Chapter 2 introduces the concepts and theoretical foundations of emergency management plans for disaster prevention and avoidance in urban parks to provide a theoretical foundation for the following study.Chapter 3 explores the application of scenario construction theory and method in urban park evacuation and connects the contents of emergency management plan horizontally,included "risk event analysis?emergency demand analysis?emergency resource analysis?task combing ? plan writing".By combined the consequences of the event and the psychological behavior of the people during the disaster,the emergency tasks of the evacuation of the city park are sorted out.Chapter 4 takes Quancheng Park in Jinan City as an example,firstly,it constructs a disaster scenario in Jinan City,Shandong Province,where the park is located,and predicts the consequences of the disaster;secondly,it analyzes the evacuation capacity of the park,simulates the evacuation scenario at the park boundary by using Mass Motion evacuation simulation software,and develops the evacuation route inside the park by spatial syntax analysis to enhance the scientificity of the preparation of the specific action contents of the emergency plan;finally,it analyzes the task list of Quancheng Finally,the task list of evacuation evacuation events in Quancheng Park was sorted out,the operation mechanism of the emergency plan was improved,the emergency tasks of the park were coupled with the task structure of the scenario construction.Finally,based on the above research results,the emergency management plan for disaster prevention and risk avoidance in Quancheng Park was compiled,include general provisions,organizational system,emergency response,post-processing,supplementary provisions,and annexes,and a total of six chapters.The specific actions of all departments in Quancheng Park in response to emergencies have been planned in detail,the responsibilities of all parties have been implemented,and rescue routes at all levels have been established.The results of the study are conducive to improving the scientific nature of the emergency plan for disaster prevention and avoidance in urban parks,promoting the orderly and effective evacuation of people in urban parks with disaster prevention and avoidance functions,and providing reference for the preparation and optimization of the emergency plan for urban parks.
