Research On The Willingness And Driving Path Of Public Participation In Land Reclamation Of Abandoned Mines

After nearly 20 years of development,the land reclamation of abandoned mines in our country has experienced great changes from single type reclamation to compound reclamation,from unorganized to organized,from non-existent to legal.With the reappearance of the value of the reclaimed land,the theory and practice of the reclamation of the abandoned land in the mine have attracted more and more attention.But in practice,the main driving force of land reclamation of abandoned mines is the government and the responsible party of reclamation,and the public participation is not high.The report of the 19 th National Congress of the Communist Party of China states that "building an environmental governance system with government as the leading role,enterprises as the main body,social organizations and the public participation",should become an important force in building ecological governance system in China.In order to improve the public participation in the reclamation of abandoned mines,based on the theories of "social governance","demand hierarchy","planning behavior","complexity",this paper mainly studies four aspects by using literature analysis,field investigation and system analysis:(1)necessity analysis of public participation in land reclamation of abandoned mines;(2)necessity analysis of public participation in land reclamation of abandoned mines;(2)analysis of the necessity of public participation in land reclamation of abandoned mines;2)The research on the willingness and influencing factors of public participation in the reclamation of abandoned mine land;(3)the driving path of public participation in the reclamation of abandoned mine land;(4)the guarantee measures to promote the public participation in the reclamation of abandoned mine land.The following conclusions are obtained through the above research contents:(1)Through the discussion of the complexity of the multi-agent participation in the reclamation of abandoned mine land,the necessity of public participation in the reclamation of abandoned mine land is analyzed.The complex problems in the development and management of mineral resources are divided into ecological environment problems,resource depletion and replacement problems,uneven benefits and compensation problems in the development areas,fairness issues,social behavior problems of mining enterprises and other derivative issues Six aspects.Public participation can alleviate the conflict among stakeholders in the reclamation of abandoned mine land,express the real demands of the public,and ensure the high-efficiency and high-quality construction of land reclamation.(2)The dynamic evolution game model of government,mining enterprise and public is constructed,and the behavior strategy choice and evolution path of government,mining enterprise and social public are analyzed under different circumstances.The participation of the public in the reclamation of abandoned mine land affects the probability of government supervision,whether the reclamation projects of the reclamation enterprises meet the standards,the cost of the mining enterprises' investment in reclamation,the image of the enterprises,the supervision cost,punishment intensity and the compensation of the public.(3)Through the construction of the structural equation model of the influencing factors of the public participation intention of the reclaimed land of abandoned mines,the public participation will and its influencing factors of the land reclamation of abandoned mines are studied.The influencing factors of public participation intention of abandoned mine land reclamation include four variables: public demand,behavior attitude,subjective norm and perceptual behavior control,and these four variables have significant influence on the participation intention of the public in the reclamation of mine land.The four factors of each dimension which have significant influence on the willingness to participate are "cultivating ability and improving benefit","internal standard","external standard","participation support and ability".The influence factors of public demand,behavior attitude,subjective norm and perceived behavior control on public willingness to participate in the reclamation of abandoned mine land were 0.86,0.56,0.34 respectively,-0.62,public demand is the main factor affecting the public participation intention;public demand,behavior attitude and subjective norms have a significant positive effect on public participation in the willingness to participate in the reclamation of abandoned mine land,and the perceived behavior control has a negative effect on the public's willingness to participate in the reclamation of abandoned mine land.(4)The paper constructs a systematic dynamic model of public participation in the reclamation of abandoned mine land,and explores the driving path of public participation in the reclamation of abandoned mine land.The results show that: in the process of promoting public participation in the construction of abandoned mine land reclamation,it is an important driving path to improve public participation level;effective government leadership and reasonable organization guarantee are the most rapid and powerful means to promote public participation in the construction of land reclamation of abandoned mines;policy makers pay attention to the balance and coordination of various factors The highest active level of public participation in the reclamation of abandoned mine land is realized.(5)Based on the above research on the willingness to participate in land reclamation of abandoned mines,influencing factors and driving path,the paper puts forward the guarantee measures to promote the public participation in the reclamation of abandoned mine land.The paper puts forward that the public participation system of land reclamation in abandoned mines should focus on the public needs;clarify the objectives and positioning of public participation in the reclamation of abandoned mine land;provide effective and reasonable guarantee for the public to participate in the reclamation of abandoned mine land;improve the effectiveness of government leadership;broaden the public participation form;improve the law and politics of public participation in the reclamation of abandoned mine land The policy is to build a system of land reclamation of abandoned mines under the common control of "government enterprise public".
