Objects:To give full play to the leading role of performance appraisal in promoting high-quality,sustainable and healthy development of maternal and child health institutions,and contribute to the full implementation of duties and tasks of maternal and child health institutions,as well as guide maternal and child health institutions to further improve their service capacity and management and operation level,a city in Anhui Province which is a national pilot area was took as an example.The "maternity and child care organization performance evaluation index(trial)"(countries who women and women who dinner-table [2019] no.89)was as the framework.The performance appraisal data of maternal and child health care institutions in a city of anhui province in 2019 was collected.Moreover,the performance level and the main influence factors was statistically studied.In addition,some policy suggestions were put forward to promote the sustainable development of maternal and child health care institutions in the city.Method:All 8 maternal and child health institutions in a city and its districts and counties in Anhui were taken as the research objects.Under the framework of the Performance Assessment Indicators of Maternal and Child Health Institutions(Trial)issued by the Department of Maternal and Child Health of the National Health Commission,the Breakdown and Evaluation Table for the Performance Assessment Indicators of Maternal and Child Health Institutions in a City in 2019 was made,and the data and scores related to the performance assessment of 8 maternal and child health institutions in the city were collected by field investigation.SPSS 20.0 was used as the statistical analysis tool.Wilcoxon nonparametric rank sum test,Kruskal-Wallis nonparametric test and multinomial pair comparison and binomial statistical method were used statistically analyze.The distribution of urban and rural areas,management category,number of health technicians,whether to carry out clinical services,and classification of application level of electronic medical records were involved.The total score and ranking of the performance assessment of 8 maternal and child health institutions in the city in 2019 as well as the scores of the first,second and third indexes were statistically analyzed.Basing on qualitative interviews,the annual performance level and problems of each maternal and child health institution in the city were revealed.The main influencing factors were discussed and policy suggestions were put forward.Results:(1)The highest score of the eight maternal and child health care institutions in the city was 982,and the lowest score was 572.In terms of the score range,5 institutions scored more than 900 that accounting for 62.5%,2 institutions scored less than 600 that accounting for 25.0%.(2)From the perspective of whether to carry out clinical services,the difference in the total self-evaluation score and ranking of the annual performance evaluation of each maternal and child health care institution was statistically significant.In addition,there were statistically significant differences in the self-rating scores of 4 first-level indicators(6 in total,accounting for 80.0%),7 second-level indicators(13 in total,accounting for 53.8%)and 39 third-level indicators(56 in total,accounting for69.6%).(3)From the perspective of different management properties,there were statistically significant differences in the total score of maternal and child health care institutions.Moreover,there were statistically significant differences in the score of the first level index.(4)From the perspective of whether the electronic medical record application function level is graded,there are statistically significant differences in the self-rating scores of the first-level index ‘service provision’ and the second-level index ‘service mode’ in the annual performance appraisal of each maternal and child health care institution.In the further analysis of three-level indicators,there are statistically significant differences in the self-rating scores of five three-level indicator(56 in total,accounting for 89.2%).(5)From the perspective of groups with different numbers of health and technical personnel,there were statistically significant differences in the self-rating scores of the first-level index ‘service delivery’ among all maternal and child health institutions.(6)There was no statistically significant difference in the annual performance scores of maternal and child health institutions with different urban and rural distribution,neither in the first-level index nor second-level index of the performance appraisal index system.Conclusion:(1)The development of 8 maternal and child health care institutions in a city of Anhui is unbalanced.(2)The number of beds(whether to carry out clinical services),whether to implement second-class management,and whether to grade through the application function level of electronic medical records are important factors affecting the annual performance of maternal and child health institutions.(3)It is suggested to adopt preferential policy measures,give priority to strengthening the development of weak maternal and child health institutions,further innovate the system and mechanism of maternal and child health institutions,and gradually promote the balanced development of maternal and child health institutions in the city.(4)Meanwhile,it is suggested to actively implement the requirements of ‘two permissible’,implement the second-class management,strengthen the information construction,stimulate the endogenous motivation,and improve the annual performance level of maternal and child health institutions.It is suggested to further optimize the performance appraisal indicators and work processes and give full play to their leading roles.(5)It is urgent to further improve the index system,optimize the process and strengthen the full use of the results of the performance assessment in the annual performance assessment work of nationwide maternal and child health institutions.
