A Case Study On Promoting The Comprehensive Reform Of Public Hospitals In Xindu District,Chengdu

As an important part of deepening the reform of medical and health system,deepening the comprehensive reform of public hospitals has been the focus of close attention of the government and the people.Now,more than ten years have passed since the birth and implementation of the new medical reform plan,the comprehensive reform of public hospitals has changed from abolishing drug bonus at the beginning to promoting the graded diagnosis and treatment system,and then to the construction of modern hospital management system and the realization of high-quality development of public hospitals,the path of reform is becoming more and more clear.Especially during the period from the Twelfth five-year Plan to the 13 th five-year Plan,all parts of the country continued to make efforts in the key links such as the management mechanism and operation mechanism of public hospitals,and achieved phased results in promoting the comprehensive reform of public hospitals.However,as the medical reform enters the deep water area,the complexity of the reform increases gradually,and some contradictions and problems hidden in the depths are gradually highlighted.For example,in the process of public hospital reform,how to strengthen the linkage of multi-government departments,mobilize multiple subjects to participate in the reform,improve the medical service capacity of public hospitals and other core issues still need to be solved by the government.The government of Xindu District of Chengdu has a certain representativeness and typicality in promoting the comprehensive reform of public hospitals at the district and county level.Starting from the problems existing in the reform of public hospitals,the government has actively explored the comprehensive reform of public hospitals,including: establishing a public hospital management committee with inter-departmental cooperation to realize the overall governance of public hospitals;optimize the reform policy environment,mobilize multiple subjects to participate in the reform,and fully stimulate the driving force of coordination.In order to realize the public interest,we should strengthen cross-regional medical cooperation and innovate medical services by means of information technology.This paper makes an in-depth analysis of the comprehensive reform of public hospitals promoted by the government of Xindu District of Chengdu as a case: first of all,it combs the current situation of the research on the reform of public hospitals by means of literature analysis,and determines the theoretical basis of the research.Then,the relevant data on the reform of public hospitals in Xindu District are collected by means of investigations and interviews,and the whole process of the reform promoted by the Xindu District Government is restored from the background,main practices and results of the reform.Then,on the basis of in-depth analysis of the problems faced by the Xindu district government before promoting the comprehensive reform of public hospitals,the typical methods to solve the problems are summarized.at the same time,the use of holistic governance theory,collaborative governance theory,new public service theory to further demonstrate the reasonable logic behind the government to solve the fragmentation of governance of public hospitals,the lag of reform and supporting security construction,and the medical service capacity of public hospitals to be improved.Finally,the enlightenment of promoting the comprehensive reform of public hospitals in Xindu District is obtained,in order to provide typical experience that can be used for reference and popularized for the reform of public hospitals in other areas,and to solve the bottlenecks and problems faced by the current reform.
