| Traditional Chinese medicine is the treasure of the Chinese nation,and has made important contributions to the Chinese nation and has a positive impact on the world civilization.The Law on Traditional Chinese Medicine(TCM)promulgated on July1,2017 makes up for the deficiency of TCM legislation and becomes the first law in the field of TCM in China.The act of traditional Chinese medicine from the establishment conforms to the characteristics and rules of Chinese medicine system standard,in the clinic of traditional Chinese medicine,Chinese medicine physician access,etc,the reform of the existing management system innovation,will Chinese medicine clinics by license management to put on record,this change reduces the threshold of access to a certain extent,which is bound to put forward new work requirements for the supervision of TCM clinics.Only in this way can the sustainable development of TCM clinics be facilitated by the transformation from administrative examination and approval before the work mode is engaged to strengthened supervision during and after the work.Therefore,in order to adapt to the changes of the new requirements,the exploration of simple and efficient in-event and after-event supervision will become the focus of the supervisionand law enforcement of TCM clinics in the future.This paper takes the research on the supervision of TCM clinics in Yunnan Province as the topic,and firstly expounds the relevant concepts and policy theories of the supervision of TCM clinics,so as to analyze the requirements of supervision from different perspectives and levels.Then,the status quo of supervision of TCM clinics in Yunnan province was analyzed,and the status quo of supervision and law enforcement of TCM clinics,supervision and law enforcement agencies of TCM clinics and TCM clinics in Yunnan province was investigated and sorted out.At the same time,according to the analysis of the status quo,the paper sorted out the problems existing in the supervision and law enforcement of TCM clinics in Yunnan Province.TCM clinics mainly consist of TCM clinics in large cities,with unbalanced distribution of medical resources,the age structure of TCM clinic practitioners tending to be aging,lack of highly educated talents,and insufficient understanding of laws and regulations.In terms of supervision team,there are mainly unsound construction of TCM supervision and law enforcement organization,inadequate professional quality of TCM supervision and law enforcement personnel.Problems found in the process of supervision and law enforcement include the incomplete supporting laws and regulations in the field of traditional Chinese medicine,the quality of supervision and law enforcement in traditional Chinese medicine clinics to be strengthened,unclear responsibilities among various regulatory departments of traditional Chinese medicine clinics,and poor information feedback.Finally,the corresponding countermeasures are put forward to solve the above problems:improving the supporting laws and regulations system of the law of traditional Chinese medicine,set up and improve the diagnosis and treatment of Chinese medicine specification,clarify the responsibilities of each supervision department,set up a communication and coordination mechanism,strengthen the supervision of TCM team construction,strengthen the supervision and law enforcement capacity building,strengthening the regulation of many,and actively explore the mandatory regulatory approach,establish a multi-dimensional comprehensive regulatory system,optimizing the supervision and inspection result application,etc. |
