Research On The Problems And Countermeasures Of "Combination Of Medical Care And Health "in Private Pension Institutions

With the deepening of aging in China,the gap of nursing demand and medical service supply for disabled,semi-disabled and the elderly with chronic diseases is expanding.The pension and medical institutions are independent of each other,functional dissociation,so the diversified pension service needs of the elderly can not be meet.In recent years,the government vigorously advocates and supports the mode of “Combination of Medical Care and Health”.How to effectively integrate medical resources and pension resources has become a common concern of the society.Qingdao is one of the major cities with a prominent aging population.Since the1990 s,Qingdao has begun to actively explore the service mode of combining medical and nursing care,which is one of the first cities in China to implement the combination of medical and nursing care.By attracting private capital to participate in the pension,Qingdao has continuously promoted system innovation,and the pension industry has developed healthily,forming a development pattern of the pension industry led by the government and participated by all sectors of society.This paper takes Qingdao as a typical example,the integrated use of Welfare Pluralism Theory,Maslow’s Demand Theory,Quasi-public Goods Theory,by methods of field investigation and questionnaire survey,this paper analyzes the urban private pension institutions "Combination of Medical Care and Health" mode of production and the development,from the supporting policies,traditional concept,legal norms,pension system,institutional money,human resources,operations management,and other aspects the present stage of Qingdao private pension institutions "Combination of Medical Care and Health",It is found that the existing system is not perfect,the practice standard is not unified,the supervision and evaluation system is not perfect and many other restrictive factors.Based on the analysis of the research results,through the comparative analysis of the United States,Japan,Hangzhou,Shanghai and other advanced pension approaches at home and abroad to explore how private pension institutions to make full use of social resources.To realize the combination of medical care and support to the government,all walks of life,medical institutions and pension institutions mutual integration,full cooperation,for the elderly to provide medical treatment,nursing,health care services,necessary life services and life care.Through empirical analysis,this paper analyzes the development prospect of "Combination of Medical Care and Health" of citizen nutrition institutions in Qingdao from the perspective of coordination of private pension institutions,all walks of life and the government,and discusses policy countermeasures.This paper argues that,from complete old-age security system,to cultivate medical keep talents,perfect the private capital to participate in the incentive mechanism,strengthen the government administrative supervision and other aspects,better promote the construction of "Combination of Medical Care and Health" pension model,f To meet the rich and diverse needs of the elderly,pension service industry more sustainable development.
