Research On The Development Status And Optimization Countermeasures Of Two-way Referral In Yiling District

In 2009,China launched a new round of medical and health system reforms,clearly proposing that the basic medical and health system should be provided to all people as a public product,and establishing the goal of everyone enjoying basic medical and health services.After more than ten years of exploration and practice,my country’s urban and rural basic public service universal sharing system has initially taken shape.However,there is still a huge gap in the quality of medical service supply between primary medical institutions and higher-level medical institutions in the county,which has led to medical service interruptions.The barriers of continuity and hierarchical communication hinder the effective implementation of urban and rural two-way referrals.How to establish a complete two-way referral system,organically connect the medical services of primary medical institutions and higher-level medical institutions in the county,guide patients to choose the most appropriate diagnosis and treatment services,reduce disorderly upward referrals,increase downward referral rates,and reduce medical services cost burden,this is the starting point of this research.This article combs the development background,research significance,current research status at home and abroad,and related concepts and theories of two-way referral in detail.Using survey research methods and statistical analysis methods to study the development status of two-way referrals in Yiling District,combining my long-term experience in the medical industry and field research,from the four dimensions of cognitive level,operation level,organization level and effectiveness level,I found that the current There are four problems in the two-way referral in Yiling District: First,the two-way referral process is not sound;second,the policy publicity is not in place;third,the main body communication mechanism is lacking;fourth,the primary medical service capacity is insufficient.This article uses the process reengineering theory in the new public management theory to analyze the dilemma and reasons of the development of two-way referral practice in Yiling District,And put forward four countermeasures to solve the problem of two-way referral practice in Yiling District,The first is to revise the value concept and cultivate the concept of health;the second is to improve the referral system and optimize the process;the third is to implement the incentive mechanism to eliminate operational obstruction;the fourth is to promote the integration of elements and improve the overall efficiency.
