| Purpose: "Health in All Policies(here in after referred to as HiAP)",As an imp ortant policy for hygiene and health work in the new era,it has important strate gic value for ensuring the health of the population and promoting the constructio n of a "healthy China".As a pioneer city in my country’s HiAP practice,Shenz hen’s health concept has received attention and attention throughout the city.This paper analyzes the operating environment of HiAP in Shenzhen,and finds out t he problems and causes of HiAP in Shenzhen,in order to design an efficient an d flexible HiAP operating mechanism that meets the conditions of Shenzhen and provide HiAP operating mechanisms for other provinces and regions.Provide re ference for establishment and improvement.Method: Analyze the operating environment of Shenzhen HiAP from four aspect s: political environment,economic environment,social environment and cultural e nvironment;use SWOT analysis to further analyze the advantages,disadvantages,opportunities and challenges of Shenzhen HiAP implementation.In addition,24 initial indicators were selected from the four dimensions of healthy environment,healthy people,health services,and healthy society to construct a healthy city co nstruction level evaluation index system.The entropy weight TOPSIS method wa s used to dynamically evaluate the construction level of Shenzhen’s healthy city.Comprehensive ranking of evaluation indicators and year scores.Based on the a bove results and the results of expert consultation and on-site interviews,suggesti ons on the operation mechanism of Shenzhen HiAP are put forward.Results: 1 Operating environment analysis: The operating environment of Shenzh en HiAP operating mechanism is in a free and open state,the political environm ent is open,the government is advanced in thinking,and the health and health c ause are strongly supported and actively promoted.Overall,it is suitable for the implementation and operation of the policy;economic development is rapid and s table,It can provide necessary material security;the social environment is good,the coordination between departments is consistent,and the residents have a hig h degree of acceptance of new things;the cultural industry is thriving,opening up new ways of health promotion and health education.2 SWOT analysis:(1)The advantage lies in its strong economic strength,and H i AP has a solid people’s livelihood construction and mass foundation.(2)The dis advantage is that it is difficult to coordinate and cooperate with multiple departm ents,and the implementation of health impact assessment is highly resistant.(3)The opportunity lies in the establishment of the Healthy China Action Promotion Committee and the launch of the "Healthy China Action(2019-2030)",and rele vant research discussions are gradually increasing.(4)The challenge is that there are conflicts of interest between departments,and there is no mature operating mechanism and implementation path.3 Entropy TOPSIS method analysis: The overall level of healthy city constructio n in Shenzhen is on a continuous upward trend.From various dimensions,the le vel of healthy population,health services,and healthy society in Shenzhen has i mproved.Conclusion: The leaders of the Shenzhen municipal government attach great imp ortance to health and have formulated a series of related policies to ensure the s mooth development of health work.This reflects the strong political will of healt h in Shenzhen and the government’s strong support for health work.Shenzhen has a good Supporting policies and measures ensure the smooth operation of the HiAP operating mechanism.However,the various departments have not formed a joint force,and there is no unified planning and "coordinated operation" plan.Inter-departmental cooperation and the establishment of a long-term working mec hanism are needed to ensure the coordination and coordination of various related departments,and jointly commit to the construction and development of HiAP. |
