| The over-rapid growth of medical and health expenditure makes the global medical and health service system face severe challenges.The deepening of aging makes the demand for medical services increase sharply,and chronic diseases become the main disease burden.Against this background,China’s large and medium-sized cities of the health service system and medical insurance funds are also under pressure.With a lower level of health expenditure,Singapore has provided better quality medical services and achieved better public health outcomes.In terms of financing medical and health services,compulsory medical savings provides the main source of funding for the medical and health service system.The government only provides more financial support to the poor and unaffordable elderly people,and emphasizes that individuals take responsibility for their own health,effectively ensuring the accessibility of medical and health services.At the same time,the cooperation of government regulation and market means and the introduction of competition mechanism have improved the efficiency of the entire medical and health service system and established an effective medical and health resource allocation model.The allocation model of medical and health resources in Singapore provides a model reference for optimizing the structure of medical and health service system in China.Through system dynamics modeling,this paper simulates the operation process of Singapore’s medical and health service system,and constructs a system model of Singapore’s medical and health service system,including medical service demand,fund raising and medical and health expenditure.The model for the statistical analysis,the dynamic change of Singapore aging degree will also continue to deepen,the funds raised which can still maintain the medical and health service system operating funds,but its development funds in order to meet the demand of growth of medical services and the expansion of the ward and the increasing number of medical staff,still need the government to provide a lot of financial support.But overall,people’s health care spending remains relatively manageable,and the health care fund is sustainable.The contradiction between supply and demand in China’s large and medium-sized urban health system is becoming increasingly prominent.Beijing and Shanghai,for example,are rich in medical and health resources,but will also face increasingly severe aging test,the sustainability of the medical insurance fund is threatened,need to promote the transformation of the medical and health service system.The health service system of Singapore has set a good example in setting up and positioning of health service institutions and in the private sector,strengthening primary health care institutions and the sustainability of medical insurance funds. |
