Under the background of medicare reform,some of the traditional methods of procurement and management of medical supplies have not adapted to the new regulatory requirements and technical environment.In the modern hospital management system,the importance of medical material procurement management has become increasingly prominent.In order to maintain a high-quality and low-risk hospital operation,it is necessary to continuously strengthen the construction and maintenance of the internal control of medical material procurement.This thesis takes Z public hospital as an example,comprehensively consults domestic and foreign related documents on internal control of medical material procurement.At the same time,it is guided by laws and regulations such as "Administrative Institutions’ Internal Control Regulations(Trial)","Public Hospitals Internal Control Management Measures",and "Government Procurement Law",and combines the characteristics of public hospitals for medical material procurement.Analyzed the current situation of the construction and implementation of the internal control system of Z hospital’s medical material procurement business.Based on the medical material procurement business process,analyze and explore the defects in the design and actual implementation of the internal control mechanism of the medical material procurement business of Z Hospital.On this basis,the optimization of the construction of the internal control system of the medical material procurement business of Z Hospital is proposed for the corresponding defects.The research found in this paper: In the construction of the internal control system of the medical material procurement business of Z Hospital,there are insufficient supervision body levels,procurement information system islands,demand demonstrations are only formal,budget preparation has poor binding force on procurement execution,procurement methods are not standardized,procurement defects such as imperfect acceptance process and lagging management of procurement files.Based on this,this article proposes perfect suggestions for the internal control of the medical material procurement business of Z Hospital from the two aspects of optimizing mechanism design and strengthening implementation,mainly including: perfecting the system construction;implementing comprehensive procurement budget management;formulating medical material procurement demand demonstration and procurement method selection management methods;organizing the establishment of professionals Acceptance team;build a file list;realize the interconnection and interoperability of the procurement business information system;establish an internal control supervision committee to implement hierarchical supervision,with a view to improving the internal control level of Z hospital medical material procurement.
