Primary health care institutions are an important cornerstone of the national health care system and the primary link to ensure the health needs of the population.The reality of the new coronavirus outbreak and prevention and control in early 2020 have revealed that the weak areas of health care in China are still the vast rural areas and the rural residents.Therefore,improving the capacity of rural primary health care services is a livelihood project that is required by the country,expected by the people and responsible by the government.Since the new coronavirus outbreak in early 2020,primary health care institutions in city H,especially in rural areas,have played an active role in epidemic investigation,daily treatment and maintenance,and isolation and observation,but some problems have also been exposed.The purpose of writing this paper is to study the current situation of the development of rural primary health care institutions in H,find out the existing problems,and then put forward targeted suggestions and measures to provide theoretical support for the development of rural primary health care institutions in H,promote the improvement of infrastructure,optimize the talent team,promote the integration of medical defense,strengthen the information construction,guarantee the stability of the fully functional medical system,better meet the people’s health needs,and effectively improve the ability to respond to public health emergencies.This paper takes public goods and incentive mechanism as the theoretical basis,and uses literature research method,data analysis method,social survey and interview method to carry out the research.Firstly,we clarified the concepts related to primary health care institutions,then we selected 16 township health centers and 1133 village health offices in two counties under the jurisdiction of H city as the research objects,and reviewed library data literature by searching databases such as CNKI and Wanfang Data,and analyzed the 2017-2019 H City Health Statistical Yearbook,H City Statistical Yearbook,H City Basic Situation of Primary Health Care Institutions Questionnaire and the management documents and work performance of primary health care institutions at all levels and types issued by health administration departments at all levels during the new coronavirus,combined with interviews with some county-level health and health committee administrators,township health center administrators and medical staff and rural doctors,analyzed the development status of the service system,infrastructure,human resources,and service capacity of rural primary health care institutions.The paper identifies the problems,analyzes their causes,and finally proposes relevant countermeasures.This paper concludes that the development of primary health care institutions in rural areas of city H has made some progress,but there are still problems such as lack of infrastructure and emergency supplies,shortage and unreasonable structure of human resources,division of medical treatment and prevention,and lagging Informatization level.In order to solve these problems,this paper proposes to implement the main responsibility of the government and guarantee the basic investment through multiple channels,optimize the human resource policy and form sustainable talent development,establish the concept of medical and preventive integration and improve the capacity of rural primary health care institutions and improve the top-level design of information technology and give full play to the function of information system such four countermeasures,in order to play a positive role in the development of rural primary health care in city H.
