Research On The Implementation Of Hierarchical Medical System In Kaifeng City

Medical services are an important link or even the last line of defense to protect people’s lives and health.They play an important role in popularizing health knowledge,treating diseases,relieving suffering and saving lives,and play an important role in improving people’s health status and living standards.Ensuring health is equal to promoting the development of productive forces.However,due to comprehensive reasons,the distribution of medical resources is unbalanced and the high-quality medical resources are too concentrated.The "inverted triangle" disorder medical treatment mode has not been significantly improved,and the phenomenon of "difficult and expensive medical treatment" is still relatively prominent,which causes great troubles to people’s life and health protection.In order to reasonably allocate medical resources,achieve equal access to basic medical services,relieve the pressure on medical insurance funds,and reduce medical expenses,China began to comprehensively promote the construction of a hierarchical medical system in 2015.Graded diagnosis and treatment refers to the classification of diseases according to their priority and difficulty in treatment.Different levels of medical institutions undertake the treatment of different diseases and gradually realize the medical process from general practice to specialization.In September 2015,the State Council issued the Guidance on Promoting the Construction of hierarchical Medical System,which made it clear that the model of hierarchical medical system would be fully finalized by 2020.In order to solve the difficulties and blocking points in current medical services,Kaifeng has also carried out the exploration of the reform of graded diagnosis and treatment.In 2016,Kaifeng city issued a series of policy documents,such as the implementation opinions of kaifeng people’s government office on promoting the construction of hierarchical medical system(bian government office [2016] NO.123)and the notice of implementation plan for promoting the construction of hierarchical medical system(bianwei [2017] NO.196),which have achieved certain reform effects.However,there is still no clear and precise solution to the difficulties encountered in the process of promotion.In order to explore the problems in the process of its implementation,I take the hierarchical medical system of Kaifeng as an example,and through the current situation of medical resources in Kaifeng,the implementation of the hierarchical medical system,and interviews with relevant groups such as the public,medical personnel and government personnel,combined with the new public service theory,the functions of the government and stakeholder theory,I found out the deficiencies reflected in the implementation process of the hierarchical medical system in Kaifeng city.By using the methods of literature research and interviews,I analyzed the problems in the implementation process of the hierarchical medical system,found out the reasons,and proposed corresponding countermeasures,hoping to provide reference for the implementation of the hierarchical medical system in Kaifeng City.According to the research,the hierarchical medical system in Kaifeng city needs to be optimized and improved,including the design system of the hierarchical medical system,the balanced allocation of medical resources,the construction of medical consortium,the construction of county medical community,the construction of medical information sharing platform,and the strengthening of publicity,so as to further promote the construction of the hierarchical medical system,build a reasonable medical treatment pattern,and provide guarantee for orderly medical treatment,reasonable medical treatment behavior and equal basic medical services for the masses.
