Study On The Problems And Countermeasures Of Informatization Construction Of Maternal And Child Health In Chongqing

The health of women and children is not only the premise of national health,but also the basis of comprehensive health.It is related to family happiness,social progress and national prosperity.It has always been a priority area and an important topic of the international community.Women and children’s health indicators are the most basic and important indicators recognized in the world.They are also important indicators to measure the national health quality,economic and social development and civilization progress of a country or region.In order to promote the implementation of the "healthy China strategy" and improve the modern management of medical and health care,general office of the state council released the report of “General Office of the State Council’s opinions on promoting the development of Internet+medical health” on april 28,2018.The report clearly requires all regions to promote the innovative application of "Internet + public health".At the same time,the national health commission issued the "maternal and child safety action plan(2018-2020)" and "healthy children action plan(2018-2020)" on May 3.Thus,the informatization construction of "Internet + maternal and child health service" was beginning build in China.It is a long-term and complex systematic project,which involves the cooperation across agencies,regions and time periods,and requires certain informationization basis and standardized management support.However,maternal and child health(MCH)institutions in most districts and counties of chongqing still rest on medical Information systems such as Hospital Information System(HIS),and even adopt the paper-based way to manage MCH business.The resident maternal and child health information and clinical information are stored in different information systems and institutions in different ways,which is not conducive to the linkage of maternal and child business and the continuous construction of maternal and child health information in the later period.This paper based on the women and children’s information construction as the object of investigation of chongqing WZ and other area,getting through the obstacles of maternal and child information related information system as the breakthrough point,constructing the chongqing area for women and children’s health information platform as the main line,introducting public goods theory and PDCA theory.Scientifically define the public product attributes of medical and health services,integrate the information sharing mode of medical services as the scientific basis for breaking the information isolated island,and conduct in-depth research on the construction of maternal and child health information from different perspectives of the government,the public and other medical institutions.This paper adopts the research methods of literature research,interview,grounded theory to analyze the existing problems in the informatization of maternal and child health in chongqing and finally gives corresponding countermeasures and Suggestions.The first chapter is "Introduction",which mainly introduces the relevant situation of the topic selection and completes the basic work of this paper.This chapter puts forward the background,significance,domestic and foreign status quo and research content of this paper,and introduces the research method and main innovation points of this paper.Chapter 2,"basic concept and fundamental theory",defines the concepts of maternal and child health,informatization,intelligent medical treatment and informatization of maternal and child health,and explains the relevant fundamental theory used in this paper.Chapter 3 "the current situation and effect of MCH informatization in Chongqing",introduces the main body,goal and content of MCH informatization construction in Chongqing,as well as the organization system,management system and basic implementation of informatization.Chapter 4 "investigation and analysis of existing problems and causes of MCH informatization construction in Chongqing",through the investigation found that there are still a series of problems in the current situation of MCH informatization construction in Chongqing,and conducted an in-depth investigation on these problems.Chapter 5,"measures to strengthen the informationization construction of maternal and child health",provides corresponding countermeasures and suggestions for the problems proposed in this paper.First,to build a unified information platform for maternal and child health;Second,strengthen the construction of government big data sharing platform;Third,improve the data acquisition and exchange mechanism;Fourth,strengthen the construction of medical informationization compound talents;Fifth,the establishment of government-enterprise linkage coordination management mechanism;Sixth,establish and improve the information security guarantee mechanism..Chapter 6,"conclusions and prospects",discusses and analyzes the research problems,summarizes the research results,and points out the research deficiencies and future research directions.
