ObjectiveBased on the current status of the surveillance of major diseases that have been included in the national surveillance management,this paper explores the construction of a minimum dataset that meet the requirements of the current surveillance business indicators,so as to provide a reference for the data collection of major diseases surveillance in China.MethodsBusiness requirements survey,literature research,Delphi method and database paradigm theory were used to select the contents of the dataset.SPSS 24.0 software was used for statistical analysis.Descriptive statistical analysis was used to calculate the mean,full mark ratio,standard deviation and coefficient of variation of the importance of each data item.The Kendall coefficient of coordination was analyzed by non-parametric test with multiple related samples.the test level α=0.05.Results1.Basic information of experts:the corresponding questionnaire survey was carried out for 12 diseases.791 experts participated in the first round of consultation and 666 experts responded effectively.The positive coefficient of experts ranged from 78%to 94%.The experts were mainly from the municipal CDC.The professional titles of experts were mainly senior and intermediate.545 experts participated in the second round of consultation and 431 experts responded effectively.The positive coefficient of the experts was between 65%and 86%.The experts were mainly from provincial CDC and mainly had senior titles.In the two rounds of expert consultation,the mean of expert familiarity degree of each form was ≥0.8,the mean of expert judgment was more than 0.9,the mean of expert authority was more than 0.8 and the P value of expert coordination coefficient test was<0.05.2.Expert consultation result:The dataset initially had 905 data elements.After the first round of expert consultation,the dataset had 832 data elements.After the second round of expert consultation,all the form data elements were summarized.Finally,the major disease surveillance dataset contained 255 data elements.3.Database paradigm results:a standardized description of the dataset.This study readjusted the information classification of 63 data elements.In this study,13 identical data elements were excluded,25 data elements were excluded through semantic standardization of 47 data elements and 30 derived data elements were deleted.Finally,the dataset for major disease surveillance with 187 data elements.4.Target consistency result:Combined with the monitoring target,7 data elements were used as extended data elements and not included in the minimum dataset.5.Results of the minimum dataset:The minimum dataset consists of 180 data elements,including 18 data elements for basic personal information,2 data elements for surveillance agency information,15 data elements for physical examination and screening information,10 data elements for case report information,15 data elements for inspection and testing information,45 data elements for epidemiological investigation information,46 data elements for treatment medication information,29 data elements for follow-up management information.According to data types,there are 122 data elements of character type,32 data elements of date type,18 data elements of numeric type,4 data elements of date and time type and 4 data elements of Boolean type.ConclusionThis research is based on meeting the core business needs of major infectious diseases surveillance,chronic diseases surveillance and mental health diseases surveillance.This paper preliminary constructs a minimum dataset for disease surveillance covering eight parts including patient’s personal information,surveillance agency information,physical examination and screening information,case report information,inspection and testing information,epidemiological investigation information,treatment medication information and follow-up management information.It is of useful reference to standardize the content of disease surveillance information collection in the future.
