Research On The Effect Of Rural Medical Assistance From The Perspective Of Impoverishment From Medical Expenditure

On November 23,2020,all 832 poverty-stricken counties in China were lifted out of poverty,marking a comprehensive victory in the fight against poverty.Under the background of the policy of helping and helping the people out of poverty,it is a new task to consolidate the achievements and prevent the people out of poverty from returning to poverty again.One of the more prominent problems is the return to poverty due to illness.As a "bottom net",it is of great significance to explore and make full use of the social functions of medical assistance to alleviate the problem of poverty caused by illness.From the perspective of disease-related poverty,this paper takes m town in Henan Province as an example.Firstly,through literature research,it summarizes the related theories and research status of disease-related poverty and medical assistance at home and abroad,and draws on the research methods of disease-related poverty.Secondly,the basic data of the sick families in M town of Henan Province in 2019 will be obtained through institutional survey in 2020,and the information of medical treatment behavior,expenses and medical assistance of 106 sick families will be obtained through household survey.On this basis,the relevant data are processed and analyzed by descriptive statistical methods.The results show that the effect of medical assistance in M town is not good,and there are deficiencies in the depth and breadth: first,the ability of rural medical assistance is weak,such as the reduction of the total medical out of pocket expenses is small,the total out of pocket rate is still concentrated in a high ratio range,and the contribution rate of medical assistance is low;second,the relief level of rural medical assistance is low,such as the occurrence rate of catastrophic medical expenditure is high and high Third,the scope of protection is not comprehensive,such as catastrophic and poverty-stricken medical expenditure with the same actual rate of no rescue and high rate of no rescue,middle and high income and middle expenditure groups should be rescued and there is a gap with other groups.According to the research results,this paper analyzes the constraints of medical expenditure,rescue standard and medical behavior on the effect of medical assistance from the perspective of theory and mechanism.In order to improve the security effect of rural medical assistance and consolidate the achievements of poverty alleviation,all sectors of society should pay attention to the construction of rural medical assistance system.Through a two pronged approach,we should not only improve the target system of medical assistance in breadth,but also strengthen the effect of medical assistance in depth.Therefore,This paper puts forward the following policy suggestions: first,to ease the burden of medical expenditure,such as establishing the medical aid drug catalog and implementing the supplementary assistance of out of policy medical expenses;second,to improve the medical aid standard,such as selecting the poverty measurement method based on disease expenditure,flexibly and dynamically adjusting the maximum aid limit and compensation ratio;third,to optimize the design of medical aid content,such as gradually abolishing the disease limit System,outpatient assistance and inpatient assistance go hand in hand.
