| With the encouragement of relevant policies since 2009,Chinese private hospitals have developed rapidly and gradually become an effective supplementary part of the medical system.With the development of reality,some public hospitals and private hospitals or social capital have gradually found opportunities for cooperation,which helps resource sharing,risk sharing,and reduction of investment pressure from local governments are effective ways to promote a more equitable distribution of medical resources.This study is based on the theory of government-market relations,the theory of mixed publicity and externality of medical care,and the theory of stakeholders.It combs the situation of city C based on the actual situation,and uses existing cooperation examples to learn from specific practices,cooperation situations,and business development.Based on this,the successful experience of the existing model is analyzed and summarized.Based on this,the existing policy obstacles and institutional deficiencies of some cooperation models are clarified,and targeted strategies and recommendations are proposed,with the aim of establishing and developing public and private hospitals or social capital.The theoretical basis and empirical evidence of cooperation provide a reference.This article is divided into six chapters.The first chapter outlines the research background,the second chapter describes the research theory and research methods used in this article,and the logical main line of the third chapter is:the comparison and mutual influence of the advantages and disadvantages of public hospitals and private hospitals,leading to the reality under the condition of development,there is the possibility of cooperation between the two,and then describe how the current situation of city C is supported by the existing laws and policies and use case analysis to find out the existence of cooperation.Next,the problems and causes in the cooperation between public hospitals and private hospitals in Chapter 4 are drawn up.Chapter 5 puts forward rationalization suggestions and opinions on the problems in the previous chapter,and Chapter 6 draws the conclusions of this article.This article believes that from the perspective of the relationship between the government and the market,before the differentiated and standardized medical system ha not been fully formed,the government’s input alone cannot meet thepeople’s growing health protection needs,guide social capital investment and strengthen public and private hospitals.Or the cooperation of social capital is conducive to the formation of the medical supply side and the regulation of private hospitals.From the actual situation,the cooperation of resource sharing and mixed ownership is conducive to saving social resources,reducing investment pressure on the government or public hospitals,and helping to create social.The benefits of hospitals,doctors,staff,patients,etc,are maximized;From the current status of cooperation,broader model exploration should be encouraged,and the government and relevant departments should be encouraged,and the government and relevant departments should actively guide,formulate rules,divide red lines,and prompt risks to ensure that the state-owned assets of public hospitals various forms of value preservation and efficiency enhancement will not compromise the development of the medical industry,while maintaining the legitimate competition rights and participation rights of social capital. |
