With the rapid development of the economy,the improvement of people’s living standards,and the increased demand for medical consumption,fire prevention in hospitals has become more and more important.This paper introduces vulnerability theory as a research perspective and analysis tool,and aims to build a hospital fire safety evaluation system with comprehensive evaluation attributes which can provide a universal evaluation method for evaluating hospital fire safety construction effectiveness.Firstly,this paper constructed a vulnerability correlation model which can analyze the relationship between the disturbance threat,the vulnerability of the disaster victim and the consequences of the loss,and constructed the framework of the vulnerability evolution mechanism which can identify the hospital fire impact factors that lays a good theoretical foundation for the evaluation system.Then,the method flow of the hospital fire safety evaluation of this paper was clarified which involved VSD model used to act as the framework of the evaluation index,Delphi method used to screen the indicators,the analytic hierarchy process used to determine the weight,the Likert five-level scale method used to determine the indicator standard,and index calculation method used to comprehensive calculate.Then,two hospitals in Jinwan were selected as a case which needed to calculate the fire safety index.This index was measured as a fire safety construction level and could guideline for targeted improvement suggestions.Finally,combined with the analysis of this paper,stratified progressive improvements are put forward,like reducing fire exposure,reducing fire sensitivity and improving fire adaptability that are suggestions for improvement in hospital fire safety.
