A Thesis On The Current Situation Of Excessive Medical Treatment In Public Hospitals And Its Governance

In recent years,the reform of China’s medical and health system has achieved initial results,and the people have gained tangible benefits.However,with the deepening of the reform of the medical system,the problem of excessive medical treatment has not been effectively solved,which is still the focus of the whole society.The causes of excessive medical treatment involve government,market,medical institutions,medical staff,patients and other factors.How to solve these problems is related to the healthy development of medical and health services,social stability and harmony.Therefore,the study of over medical treatment has important theoretical and practical significance.Based on the theory of stakeholders,this paper,based on the literature review of the research on excessive medical treatment,uses the methods of questionnaire and case study,and takes a third class a hospital in Y City as an example,selects the behavior implementer in excessive medical treatment-medical staff as the research object,and uses the self-made questionnaire to investigate the current situation,performance and origin of excessive medical treatment in case hospitals Because of in-depth analysis.Based on the domestic empirical research on excessive medical treatment,this paper summarizes and draws lessons from the international experience of excessive medical treatment governance,and analyzes the governance experience of three typical countries,the United Kingdom,the United States and Germany.Based on the above problems and foreign experience in curbing excessive medical treatment,this paper puts forward the basic ideas and policy suggestions to solve the problem of excessive medical treatment from the following aspects: first,to increase government investment and curb excessive inspection.We will optimize the compensation mechanism of public hospitals,rationally allocate basic medical resources,and improve the mechanism of institutional supervision.Second,we should improve the rational medical system,curb the excessive use of drugs,promote the reform of doctors’ remuneration system,improve the payment system of medical insurance,and establish and improve the excessive medical laws and regulations.The third is to improve professional ethics and avoid excessive operation.We should improve the professional ability of medical staff,strengthen the construction of medical ethics,and strengthen the self-discipline reputation mechanism of doctors.Fourth,strengthen the comprehensive service capacity and play the role of prevention and health care.Return to the social responsibility of medical institutions,strengthen the publicity and education of patients,and standardize the prevention and health care system of public hospitals.
