Problems And Countermeasures In The Management And Assistance Of Psychiatric Patients

At present,serious mental disorders patients in China are mainly in the form of home-based management,coordinated management by the government,health departments,public security,villages(communities)."National mental health plan2015-2020" also clearly put forward the service mode of "the treatment of serious disease in hospital,rehabilitation management in community".The final implementation of the policy is at the grass-roots level.To judge the quality of the implementation of a policy,we must sink to the grass-roots level to explore.The survey data are come from the family,civil administration,health department,public security,the community related personnel who are engaged in the management and treatment of the patients with severe mental disorders in B town of Chongqing.This paper analyzes the current situation of the government management and treatment of the patients with severe mental disorders in the whole town.The investigation shows that:(1)Poor implementation of home care makes it difficult to implement the responsibility of home care.(2)The actual guardians are seriously aging or in poor health.(3)Long term care for mental disorders will have a negative impact on family income,guardians’ career development and health.(4)some patients are missing from the supervise list,and the risk of social stability is uncertain.(5)There are information barriers between the management departments.(6)The implementation of the follow-up policy is good,but the investigation shows that the work of mental patients is not implemented well.(7)There are some prominent problems in the management,such as "the risk in the management of mental patients";"the repeated patients’ condition and the difficult management and treatment ";"patients and their families do not cooperate";"The daily visits cost too much manpower".(8)The effect of patients’ medication is not ideal,and the patients are difficult to cure.(9)The curative effect and public acceptance of the state free psychotherapy drugs are both need to be improved.(10)With the government assistance,some families have reduced the economic burden,but the scope of assistance is very limited.It is suggested that under the current management,rescue policies and medical system,the government should strengthen the legislation,improve the guardianship system,strengthen the investment in the grass-roots mental health undertakings,unblock the information channels between departments,strengthen the training of grass-roots management and service teams,expand the scope of civil affairs assistance,improve the assistance of medical insurance,and construct the social psychological service system to realize the government’s scientific management and improve the cure rate of patients.
