Since 2003,the Chinese government has implemented a new rural cooperative medical system in rural areas in order to comprehensively improve farmers’ health protection level and improve the urban and rural social security system.Since the implementation of the system,significant results have been achieved,and it has played an active role in reducing farmers’ economic burden of major diseases and maintaining harmony and stability in rural areas.China’s rural areas are widely distributed,with large populations,large differences in natural environment and cultural traditions,uneven development of economic and social development levels,diverse management of the New Rural Cooperative Medical System,and different standards,which have led to the emergence of unbalanced business development within and between regions in a number of areas in theprocess of implementation.The imbalance manifests in many aspects,including large differences in total funding and per capita funding levels,large annual changes in the number of participants,beneficiary visits close to the number of participants,excessive fund expenditure ratios,and mismatched regional economic development levels.The main consequences of unbalanced development are reduced institutional coverage,inadequate safeguards,and limited institutional equity.This article details the implementation background,related theories,and development status of the new rural cooperative medical system in China.With reference to the national business development data from2007 to 2018,the conditions of the participating counties and districts,the number of participating participants,the participating ratio,annual funding,and per capita funding,etc.From the perspective of GINI coefficient,Teil index,and linear regression,the China Statistical Yearbook,China Health Statistical Yearbook,and some research literature on the division of China’s economic regions are used to conduct regional comparative analysis of sample data.This paper discusses the imbalances in the development of the system from different angles and multiple levels and puts forward policy suggestions to solve this problem.This article mainly uses empirical analysis methods for research.The main conclusions are: At present,the development of the new rural cooperative medical system in China has entered a new stage,and the problem of imbalanced development is mainly reflected in the region.Various measures including economic measures should be adopted to optimize and improve,including government management,policyadjustments,fund expansion,infrastructure environment improvement,information construction and application.
