At present,China’s grading diagnosis and treatment system implements the grading diagnosis and treatment mode of first-level diagnosis at the grassroots level,two-way referral,rapid division of treatment,and up and down linkage.In the process of implementing the graded diagnosis and treatment system,the basic principles of people-oriented,voluntary by the masses,co-ordination of urban and rural areas,and innovative mechanisms should be followed.With the introduction of various policies to promote the implementation of the tiered diagnosis and treatment system,the development of the tiered diagnosis and treatment system has been promoted to a certain extent.However,it is still a common phenomenon that the third-grade A-level hospitals are overcrowded and there are no people in the community and grass-roots hospitals.As a result,the capacity of patients in the third-level medical and health institutions in the city is saturated,the work pressure of medical staff is high,and the relationship between doctors and patients is tense.However,the quality of medical services in primary-level medical and health institutions is low and development is difficult,and patients lack trust in them.The problem of "difficult and expensive medical treatment" for residents has not been improved.As an important part of the reform of the medical system,the grading diagnosis and treatment system has certain ethical problems in the implementation process.How to deal with and solve the ethical problems in the implementation of the grading diagnosis and treatment system is crucial to the implementation of the grading diagnosis and treatment system.Through the analysis of the specific situation of the implementation of the current graded diagnosis and treatment system,we summarize the ethical problems in the implementation of the current graded diagnosis and treatment system in China,and explore the ethical countermeasures of the implementation of the graded diagnosis and treatment system.This thesis mainly discusses from four chapters.The first part is an introduction,clarifying the research background of the grading diagnosis and treatment system,summarizing the research results of the grading diagnosis and treatment system at home and abroad,explaining the purpose and significance of the research,and clarifying the research methods and innovations.The second part puts forward the connotation and principles of the hierarchical diagnosis and treatment system,sorts outthe development process of the hierarchical diagnosis and treatment system,and summarizes the three stages of the germination of the hierarchical diagnosis and treatment system,the disintegration and reconstruction of the hierarchical diagnosis and treatment system and the redevelopment of the hierarchical diagnosis and treatment system.The third part uses literature research methods and comparative analysis methods to conduct in-depth discussions on the ethical issues in the implementation of the hierarchical diagnosis and treatment system,and puts forward the ethical issues in the implementation of the hierarchical diagnosis and treatment system in accordance with China’s specific national conditions.Guaranteed,patients lack trust in primary health care institutions.The fourth part focuses on the ethical countermeasures to improve the grading diagnosis and treatment system,mainly from adhering to the "people-oriented" ethical requirements,ensuring the fairness of the resource allocation of medical and health institutions at all levels,and clarifying the ethical responsibilities of all parties.Make rational ethical suggestions.
