Research On Policy Implementation Of Community Construction Hemodialysis Center In Yangzhou City

Chronic kidney disease can gradually develop into end-stage kidney disease,which has become one of the major diseases that threaten human health and bring a heavy economic burden to the country and the people.Hemodialysis is the most conventional treatment method for end-stage kidney disease in China.As the beds of hemodialysis centers in general hospitals in China become increasingly saturated,the supply of hemodialysis services is in short supply.To improve this situation,the government has issued a series of policies to encourage community hospitals to build hemodialysis centers and socially-owned independent hemodialysis centers.In order to implement the central and provincial spirit of community-based hemodialysis centers,the Yangzhou Municipal Government supports regional centers to build hemodialysis centers based on local patient distribution and needs With the implementation of the community-built hemodialysis center policy,community dialysis in Yangzhou has gradually become a scale and a trend.In this context,it is of great theoretical significance and practical value to summarize the current status of the implementation of the policy of community-based hemodialysis centers and explore new approaches to the development of community hemodialysis centersThis article takes Yangzhou as an example,analyzes the problems in the implementation of community hemodialysis service policies in Yangzhou,using the literature research method,questionnaire survey method and interview method,and draws on the four elements in the Smith policy execution model,from idealized policy and policy implementation Institutions,target groups,policy implementation environment and other four aspects were analyzed,and the analysis found that Yangzhou faced the following problems in the implementation of the policy of community construction hemodialysis center:the policy design has short approval cycles,single service subject,and unsound supporting policies.;Policy enforcement agencies have problems such as poor policy publicity,shortage of professional talent reserves,difficult implementation of cooperation agreements,weak operational management strength,and insufficient participation of social forces;the target group’s lack of understanding of the policy and the low degree of acceptance lead to insufficient awareness;The policy environment has obstacles to insufficient funding,and the above performance has caused the implementation of such policies to be unsatisfactory.Secondly,the cause analysis is mainly related to the mutual and common effects of factors such as the defects of the policy itself,the complexity of the execution subject,the particularity of the target group,and the limitations of the policy environment.Then,drawing on the experience of the development of hemodialysis centers by excellent companies at home and abroad,and summarizing the development strategies suitable for my country’s national conditions.Finally,according to the four elements of Smith’s policy execution model,it proposes policy optimization measures from the perspective of idealized policies,measures to improve the comprehensive quality of executives from the perspective of executive subjects,measures of self-construction of community hemodialysis centers from the perspective of target groups,and social security from the perspective of policy environment Countermeasure suggestions such as mechanism improvement measures are expected to provide experience and reference for improving the policy of Yangzhou community building hemodialysis center.
